As China's urban population,function and scale continue to expand,urban operating systems are becoming more complex and security risks are increasing.As the leader of China's economic development,Shanghai has attracted a large number of enterprises to invest and set up factories,including many park-type enterprises built by self-built enterprise parks.Such companies have high security risks and their resilience is even more inadequate.More importantly,because the security issue has externalities,it is a typical public goods,and the enterprise cannot accurately assess its economic benefits.Therefore,under the premise of fulfilling the responsibility of the security principal,the effective participation of the government is particularly important.Collaborative governance of enterprises,governments,and society has gradually become a new concept and new model for emergency management at home and abroad.However,most of the existing researches discuss this topic at the level of norms and ideas.Relevant empirical research is limited to the probability of occurrence of disaster events.The availability of data is limited and it is difficult to conduct comprehensive and systematic research.Comprehensive consideration of the availability and representativeness of the data,this paper selects the fire in the dormitory of the park-type enterprise as a research scenario.This paper adopts the theoretical perspective of emergency supply chain,and uses rescue and emergency personnel as the representative of emergency resources.It adopts the research method of system dynamics simulation,collects materials and builds models through literature research,research and interviews,and systematically abstracts the campus-type corporate dormitory.After the fire,the company,the government fire department,the medical emergency department and other multi-agents coordinated emergency response mechanism.Through the adjustment of important parameters in the model,observe the change of the disaster-resisting ability of the carrier,and analyze the supply and demand of relevant emergency resources.The study found that,on the whole,enterprises can rely on their own full-time firefighting force to complete the rescue work in the face of a fire trapped under 30 people.The first-time on-site response capability is its advantage,but it is difficult to independently deal with the scale.Large fires require a coordinated emergency response mechanism.From the time dimension analysis,there are certain rules for the number of people in the dormitory building in the production period of the peak season and the whole day,so the risk of fire will change with time.Moreover,the fire itself has different degrees of danger due to the characteristics of the fire source.When faced with a large-scale fire,the main departments such as enterprises,government fire protection,medical emergency,etc.should establish a synergy mechanism to eliminate information delay through technical means to effectively increase the emergency supply chain.Response rate and capability,which in turn help to improve the disaster-resisting ability of the affected area.The traditional coordination mechanism will delay the delivery of emergency resources due to the increase of the information reporting line,delay the optimal rescue time;and the accuracy of the emergency demand forecast will also be If the forecast is too high,the emergency resources will be too concentrated,and the resilience of other areas in the surrounding area will be reduced.The low prediction will result in insufficient on-site emergency resources and reduce the rescue rate.
