As an important part of the group organization,the Disabled Persons’ Federation has the function of serving disabled people.According to the calculation of the sixth national census,there are many disabled people in China,and the goal of building a well-off society in an all-round way also needs to create a new situation around the cause of the disabled.Providing high-quality public services for the disabled groups requires the joint efforts of the government,the Disabled Persons’ Federation and social organizations..Through the use of government procurement of public service governance tools,the Disabled Persons’ Federation participates in the rehabilitation,employment and education services required for the disabled to solve the contradiction between supply and demand of disabled services and optimize service quality,which has far-reaching significance for the creation of a harmonious and democratic modern social governance.By introducing social forces,integrating social resources,and changing the traditional government-provided public service and then transforming into a service supply model that combines inquiry,renting,bidding,and other forms of third-party organizations.Under the impetus of group reform,participation in social management and public services has become one of the important functions of group organizations.Therefore,how group organizations can seize the opportunity to participate extensively and effectively in the social governance modernization system is currently being explored.The problem,and the practice of the Disabled Persons’ Federation(hereinafter referred to as the “Disability Alliance”)to participate in the purchase of public services is a powerful grip for group organizations to participate in social governance.As a bridge connecting the disabled people with the party and the government,the Disabled Persons’ Federation is organized by the state’s financial expenditures.It has the qualifications of government procurement,and how does it work in the practice of purchasing? At the same time,compared with the direct purchase by the government,what are the characteristics of the Disabled Persons’ participation in the purchase,and what problems exist? And how to improve the effectivenessof the purchase of the Disabled Persons through the combination of stewardship theory?Through case analysis and literature,this paper introduces in detail the operation mode and existing problems of Chongqing Disabled Persons’ Federation participating in the purchase of public services,focusing on how to improve the way the Disabled Persons purchases public services,thus ensuring the quality of purchase and optimizing service satisfaction.This paper is divided into six parts.The first part is the introduction,which mainly expounds the research background,research significance,literature review,research methods and research ideas,as well as the difficulties and innovations of the research.The second part elaborates on the core concepts and theoretical foundations.The third part mainly discusses the basic structure and practice of the Chongqing Disabled Persons’ Federation participating in the purchase of public services.The fourth part analyzes the problems and causes in the process of the Disabled Persons’ participation in the government’s purchase of public services.The fifth part is the suggestions for the group organization to participate in the purchase of public services.Through the use of the stewardship theory,it provides suggestions for improving the participation of the Disabled Persons in public service purchases.The sixth part is the research situation and research limitations of the summary article.
