Public Policy Perspective, The China Disabled Persons' Employment Services Policy Research

Disabled people is a noble cause, is the important part of the socialist cause. Respect for the civil rights of persons with disabilities and human dignity, giving them equal status and equal opportunities for them to share social material and cultural achievements of China's socialist system, the essential requirement of modern public administration and public policy objectives. Employment of persons with disabilities to improve the living conditions and improve the social status, participation in social life based on the value of life is to achieve its key, but also one of the fundamental rights of people with disabilities. Employment services for persons with disabilities, to solve the employment problems of persons with disabilities, the employment rights of persons with disabilities, is a modern government should provide for people with disabilities as a public service. Government should provide a good kind of public service, it must by the Government through the formulation of public policy to be protected.This study of public policy perspective, the analysis of the employment services to protect people with disabilities and the reasons for the problems of China's system for employment of disabled people in public policy, and to put forward a sound system of China's employment of disabled people in public policy recommendations. Paper is divided into four chapters:第一章概述protecting the interests of domestic and foreign employment of disabled people and public policy system. The second chapter on the employment of the disabled service our basic theory of public policy, foreign policy system of public service employment of disabled people's building. ChapterⅢelaborated on China's employment of the disabled in public policy development process, from our employment patterns, the effectiveness of the policy level, policy-oriented employment of disabled people in five areas detailed analysis of China's policy of employment of disabled people in public service, summed up the employment of the disabled in China services, public policy, the results achieved. ChapterⅣ combined analysis of the above aspects, in our employment services to people with disabilities in public policy problems, proposed employment of disabled people improve our services and the basic ideas of public policy measures:First, the elimination of social exclusion, establish and improve the optimization employment of disabled people environmental policy; the second is to strengthen our employment services to people with disabilities in public policy and legal system; third is to improve the employment patterns of persons with disabilities in public policy measures; fourth is to strengthen and standardize employment of disabled people in public service policy.Employment services to people with disabilities are application-oriented public policy research. This article from the perspective of public policy employment of people with disabilities, the purpose is to arouse the attention of the employment of persons with disabilities, recognizing the employment of disabled people is a public issue. Address this public issue, the government is the protagonist, the policy is the key. Government must develop a series of sound public policy, and through giving full play the role of public policy in the joint efforts of the whole society, to be resolved the problem of employment of persons with disabilities, people with disabilities to promote full employment and expansion, and the overall development of persons with disabilities social harmony.
