Study On Cross-departmental Cooperation Mechanism Of Urban Management And Law Enforcement In Xiangshan

The urban management and law enforcement is a complex system engineering.Because most of its law enforcement powers are transferred from other business departments,each law enforcement area may involve planning,construction,environmental protection,market supervision and other business departments.In recent years,with the continuous development of comprehensive law enforcement reform,the law enforcement functions of urban management and law enforcement departments are expanding,and the law enforcement field is becoming more and more complicated.Due to the large number of factors and the inconsistency of system mechanism,the problem of ineffective collaboration among departments is becoming increasingly prominent.Building effective cross-departmental cooperation mechanism has become a strong point for improving the level of urban management and law enforcement.This paper uses the theory of holistic governance as the research tool.Taking the practice of cooperation mechanism in urban management and law enforcement in Xiangshan as a case study,it expounds the main cooperation mechanism.It also analyzes the problems of inefficient cooperation,information barriers,fragmentation of management and law enforcement,and arbitrary procedures in the process of cross-departmental cooperation.Through these superficial problems,it further analyzes the factors,such as culture,organization,interests and responsibilities.Under the guidance of the theory of holistic governance,this paper puts forward suggestions and measures to improve the cooperation mechanism from the macro and micro levels.At the macro level,we should shape the concept of public value and perfect the legal system of cross-departmental cooperation in urban management and law enforcement;at the micro level,we should promote four measures: improving the information service platform,improving the responsibility system,setting up high-level coordinating institutions,and standardizing the cooperative operation procedures.
