With the socialist modernization construction of China's economy entering a new era,the demand for transportation infrastructure construction and public project construction is increasing.In the past,the model of relying solely on government investment has been unable to adapt to the economic and social development of infrastructure construction and public project construction.demand.PPP model(Public-Private-Partnerships)is an emerging financing model that has been promoted in the UK since the 1990 s.The UK government has fully utilized the technology and experience of social capital in finance,design and management.To provide services for the public sector and form a comprehensive diversified investment model.In order to make full use of social capital to provide services to the public sector,China has promulgated the “Several Opinions of the State Council on Encouraging and Guiding the Healthy Development of Private Capital Investment” in May 2010,requesting to further broaden the scope and scope of private investment,and encourage and guide the people.Capital enters the fields of basic industries and infrastructure,municipal public utilities and policy housing construction,social undertakings,financial services,trade and commerce.In December 2014,the National Development and Reform Commission issued the “Guiding Opinions of the National Development and Reform Commission on Government and Social Capital Cooperation”,aiming to further develop government and social capital cooperation,broaden social capital investment channels,and promote the integration and advantages of various types of capital.Complementing each other,promoting the diversification of investment entities,establishing long-term cooperative relationships with social capital for benefit sharing and risk sharing,and achievinga win-winsituation forgovernment and socialcapital investment.Since the promotion of the PPP model,it has been widely used worldwide.After the model was introduced into China,it also achieved rapid promotion and development.For example,first-tier cities such as Beijing and Shenzhen adopted this model for urban rail transit construction and achieved good results.Not only that,but most provinces in China have also actively adopted this model for public project construction to save public finances and make full use of social capital.Shandong Province has also taken active measures in recent years and is committed to promoting public projects through the PPP model,with a view to injecting new vitality into the economic andsocial development of the peninsula city circle.To this end,this paper takes Shandong Province as an example to analyze the application development status of PPP model in Shandong Province,and based on the empirical analysis of the case,explores the achievements and problems of Shandong Province through the PPP model to promote public project construction.It has certain theoretical researchvalueand practical significance.First of all,this paper summarizes and reviews the research status of PPP mode at home and abroad by using literature review method.Secondly,using the combination of macro and case analysis,the application of PPP model in China is expounded,and the regional distribution,industry distribution and PPP form are summarized,and the development status of PPP project in China and its development in China are analyzed.The four stages.Then select the PPP project of Tangshan Central Hospital of Hebei Province and the PPPproject of the water quality improvement emergency treatment project of the exit section of Luhe East Store in Pinggu District of Beijing for case analysis and summarize its successful experience.At the same time,with regard to the construction of PPP projects in Shandong Province,using the combination of qualitative analysis and quantitative analysis,the specific analysis of the Moon Bay Cultural Park Project in Gaomi City,Weifang City,Shandong Province and the PPP Project of Sludge Incineration Power Generation in Jinan City Domestic Waste and Wastewater Treatment Plant.This paper selects the PPP project of Tangshan Central Hospital,the PPP project of Beijing Pinggu District Water Quality Improvement Emergency ManagementProject,the PPPproject of Moon BayCultural Park in GaomiCity,Shandong Province,and the PPP project of Jinan Municipal Domestic Waste and Wastewater Treatment Plant Sludge Incineration Power Generation.The main purpose of the analysis is to analyze the diversity of the application fields of PPP model,in order to explore the countermeasures and suggestions for promoting the construction of public projects in Shandong through the PPP model based on the actual development of the PPPmodel in Shandong Province,and to explore the countermeasures for the construction of public projects in Shandong through the PPP model.The competent authorities formulate policies and take measures to further promote the construction of public projects in ShandongProvincethrough thePPPmodel.
