Study On Problems And Countermeasures Of Community Governance In The Context Of Epidemic Prevention And Control

Community governance refers to the process in which community stakeholders cooperatively govern the public affairs,which is the foundation of urban governance,a crucial part of establishing a modern governance system and governance capacity,thus,it is the "last kilometer" milestone of modern urban social governance.As a unit platform for primary governments to provide basic public services to the people,community governance is most necessary section of the Party and the government to connect with the masses frequently and serve the masses.As an important part of community-level governance,community governance is an important guarantee for the implementation of various state administrative mechanisms,and community governance plays a fundamental role in the national governance system.The COVID-19 outbreak,which began in late 2019,came with a strict momentum and quickly spreaded to the vast majority of provinces in a short time.COVID-19 is a typical public health emergency case with great destructive power and influence,which has had a huge negative impact on Chinese people’s lives and our economic and social development.The epidemic has posed a severe challenge to our governance capacity and management level.Communities are at the forefront to fight against the epidemic,stand in the first line of mass disease prevention and epidemic control,and stands in a crucial strategic position to control the COVID-19 epidemic across the country.From the COVID-19 epidemic prevention and control perspective,the study focuses on COVID-19 epidemic prevention and control practices of the T community of the H Street.With the public governance theory,the concept of community governance and basic-rooted governance of "a nuclear multivariate" theory as the theoretical basis,the study utilizes the observation method,interview method,questionnaire and other research methods.The study has recovered 150 questionnaires,among which 138 valid questionnaires are analyzed.In addition,two community workers,two community volunteers and six community residents are randomly selected from the T community for in-depth interviews.Through the analysis and sorting of the collected data,the status quo of COVID-19 prevention and control in T community was comprehensively explained.Based on this investigation,the problems and causes of basic-rooted community governance under COVID-19 prevention and control were analyzed.Finally,countermeasures and suggestions for improving basic-rooted community governance capacity under the background of epidemic prevention and control are put forward.Results found in this study are as following: from the epidemic prevention and control perspective,T community in governance exist the following problems: first,there is a weak community organization,as the community cadres at the basic-rooted level & quality is not high,the main problems of governance such as insufficient participation,weak governance ability range,inability to analyze the administrative organization,the team building,the management mode,the information technology and economic media factors.In view of the causes & effects,some countermeasures and suggestions are proposed to improve community governance capacity in the context of COVID-19 prevention and control.We should adhere to the guidance of Communist Party building,we must strengthen the organizational capacity of community governance & the team work cooperation building,we must improve the driving forces for community governance,improve laws and regulations.We should increase input in community governance,consolidate smart facilities,speed up the intelligent community governance.We must promote multi-party participation,and build a diversified governance system.It is expected that the research results of this paper can provide some references for the improvement of community governance capacity and help to accelerate the modernization of basic-rooted governance system and governance capacity.
