The 18 th national congress of the communist party of China(CPC)put forward opinions and Suggestions on promoting employment at a higher level and of higher quality,giving priority to the implementation of the strategy of re-employment,and more actively implementing policies to support employment.At the 19 th national congress of the communist party of China(CPC),it was made clear once again that "employment is the foundation of people's livelihood".We must always adhere to the priority strategy of promoting employment and actively implement employment support policies in order to achieve higher employment quality and ensure full employment.It is directly related to the stability of the country,the solidarity of the society and the social equity and justice in the field of employment,which is also the core and basis of this research.Based on the problem of reemployment of employees who have resigned from state-owned enterprises,this paper adopts case studies,questionnaire interviews and other research methods to conduct research,sort out the problems that have been shown and summarize and analyze accordingly,so as to propose corresponding solutions and a guarantee system coordinated with organic contact.The subject of this paper is the passive employees of state-owned enterprises,and nearly 80% of the passive employees are middle-aged people(the middle-aged people here refer to the population aged from 40 to 60).Therefore,the passive dimission employees studied in this paper refer to the re-employment problem of middle-aged passive dimission employees.The passive dimission employees in state-owned enterprises studied in this paper all refer to the middle-aged group aged from 40 to 60 years old who are passively dimission employees in state-owned enterprises.Compared with the traditional middle-aged group,the re-employment is more reflected in the single skills.Due to the nature of the system,state-owned enterprises and public institutions have very limited job options,and only a small number of people are growing up.Most people will stay in the same job for a lifetimeand keep the same skills for decades.However,private enterprises and individual enterprises often need in-service personnel to be replaced in each position and become generalists due to the lack of personnel.In terms of psychology,employees of state-owned enterprises who have been passively resigned often attach too much importance to the system establishment and the stability of their positions,which is also different from employees of private enterprises.In this paper,the middle-aged former passive workers again obtain employment selection of state-owned enterprises research area is in nantong,jiangsu province,was selected as the research object,is based on jiangsu province is China's only,all among the top level,the highest level of comprehensive development of provinces,and Shanghai and neighbors in nantong,jiangsu province,light industry,textile industry developed,especially after the sutong bridge opening,the economic construction speed enhancement,the employment appeal is strong,but middle-aged group's unemployment rate is high,the number is more,the low degree of culture,the skills of a single,ensuring passive resignation reemployment problems shackles and more prominent,It is urgent to explore and analyze it from theory and practice,and it has certain research representativeness.This paper focuses on the relevant policies and measures of the state and jiangsu province on re-employment,focusing on the research object and scope,making the research results relatively reliable and true,so as to highlight the practical value and practical significance.
