Study On The Movement Of Democratic People's Livelihood In The Hebei-shandong-henan Border Area

The Hebei-Shandong-Henan border region was founded by the Chinese Communist Party at the beginning of the Anti-Japanese War.It played an important role as the anti-Japanese base area behind enemy lines during the entire Anti-Japanese War.It was also an important revolutionary base during the War of Liberation.In the long and difficult years,under the leadership of the party organizations in the border areas,the masses movements were vigorous and magnificent,and laid a profound foundation for the national liberation and the birth of new China.The mass movement in the border area was an essential part of the revolution history of the border areas,and the democratic and people's livelihood movement is the main movement form and carrier of the mass movement.Before the launch of the movement for democracy and people's livelihood in Hebei,Shandong and Henan border areas,the border region was faced with an extremely severe survival crisis.On the one hand,the border areas were mopped up by the Japanese Puppet Army's in a frequent and brutal way,and were also strictly blockaded,encircled,and "encroached" by the Kuomintang die-hards.Coupled with the rare disasters,the border areas were encountered with the extremely tough situation.On the other hand,feudal exploitation inside the border region was severe,and class opposition was obvious.The feudal rule prevailed,and the general public,especially the hire enclosures poor farmers,lived in an abyss of suffering.In the moment of addressing the most realistic and urgent problems of the public,the Central Committee of the Communist Party of China(CPC)had designed at the top-level and given specific guidance to a series of issues of the border areas so as to fully mobilize the masses and to stimulate the masses' enthusiasm for production and resistance the war,thereby consolidating the anti-Japanese national united front and realizing the total resistance by the whole nation.Besides,the party organizations in the border region actively called on the policies and guidelines of the CPC Central Committee and launched the movement for democracy and people's livelihood in Hebei,Shandong and Henan border areas.These movements had roughly gone through three stages,from the start of the second half year of 1942 until the end of the Anti-Japanese War.During the three stages,the party organizations in the border areas led people to summarize their struggle experiences in a timely manner,reflected on the deficiencies in the movement and positively called on people to implement the policy of the reduction of rent and interest.The party organizations changed their attitude from the distrust of people and the "arrangement of substitutes" to the complete trust in people and gave a free hand to people.So far,the movement for democracy and people's livelihood in the border areas entered a climax,and finally achieved the great victory.From the standpoint of historical materialism,this paper systematically sorts out the background,content,and process of the movement for democracy and people's livelihood in Hebei,Shandong and Henan border areas,focuses on exploring the historical truth of the movement,and deeply analyzes the guidance and characteristics in its development process.Meanwhile,from the perspective of the new era,the paper sums up the effectiveness and useful inspiration of the movement,with a view to providing helpful lessons in the great practice of building China a well-off society in an all-around way on how to uphold the party's leadership,how to adhere to the mass line,how to arm ourselves with advanced theory,and how to exercise scientific work methods.
