| With the rapid development of Internet technology,the application of the Internet is gradually popularized,and people in all fields are enjoying the convenience brought by Internet technology.Under this background,the concept of "Internet + traditional industry" arises at the historic moment.As a representative of the success of this concept,online ride-hailing has developed rapidly and has become one of the main modes of transportation for people to travel.This also puts forward higher requirements on the service quality and safety of online ride-hailing,which has triggered discussions on how to improve the efficiency of government regulation of online ride-hailing.In 2016,the ministry of transport,in conjunction with seven ministries and commissions,jointly issued the interim measures on the management of online taxi reservation service,which realized its legitimacy from scratch.Since the birth of online car hailing in 2012,the relevant government regulations have been developed from scratch,and the service quality and safety have been improved.However,there are still many things to be improved in some aspects.From the perspective of government regulation,the analysis of the development of online car hailing in China shows that the government regulation of online car hailing in China does not constitute a complete theoretical system,the government lacks regulatory experience,the regulatory concept is relatively lagging behind,and the legal system still needs to be improved.Therefore,the government regulation of ride-hailing in China should follow the development trend of the industry,closely connect with the needs of ride-hailing users,and take this as the development direction.Meanwhile,it should accelerate the construction of the theoretical system of ride-hailing regulation,rapidly update the regulatory concept,and improve and refine the legal system of ride-hailing regulation.Based on the elaboration of responsive regulation concept and multi-governance concept,as well as the analysis of the current situation of online car-hailing regulation in China,this paper is of positive significance to the development and reform of government regulation of online car-hailing in China.First of all,the author combed and expounded the domestic and foreign online car hailing regulation theory,and made a summary and evaluation.Secondly,it defines the concept of online car-hailing and government regulation in China,and then defines the subject,object,content and way of online car-hailing.Meanwhile,it expounds the concept of responsive regulation and the theory of multi-governance and analyzes.Thirdly,this paper introduces and analyzes the current situation of government regulation of ride-hailing in China in detail,so as to find out the existing problems and analyze the causes of these problems.Finally,based on the analysis of the reasons proposed,in order to provide more comprehensive and specific help for the development of China's online car hailing. |
