Urban public transport has always been an important guarantee for a city to travel.In the era of sharing economy,the Internet-based car was born under the promotion of “Internet Plus”and developed rapidly.Now it has become an important supplementary part of transportation.From a national point of view,in order to avoid the agglomeration and increase of social issues in the taxi industry,the General Office of the State Council has issued a series of policies to regulate and administer the network car.In the process of gradual implementation of new policies in various regions,controversies and problems in the market are constantly emerging,which profoundly tests the wisdom and capabilities of local governments and becomes a new issue in the selection and innovation of government control tools.At present,with the advent of Internet-based car,the market failures in Zhengzhou have been increasingly exposed.The local government's control has experienced an unprecedented crisis,and related areas including the transportation industry are faced with the establishment of administrative licenses or simple power,deregulation or deepening reforms,combat illegal operations or encourage innovation,and so on multiple conflicts and challenges.This article takes the Zhengzhou city Internet-based car development and government regulation as the research object,and through in-depth field research and questionnaire interviews,it is concluded that there are three main problems in the current market regulation of Zhengzhou's Internet-based car market: access control is not in place and not coordinated,price control is opaque and unclear,the lack of security and quality control,and taking this as the logical starting point of this article,the new interpretation and new application of market failure theory and related control theory under the shared economic model are introduced.Based on this,it explores and reforms the regulation of network car in Zhengzhou City,and finally puts forward feasible control proposals to promote social innovation,improve the effectiveness of regulation,and satisfy consumer demand,including simplifying platform licensing procedures and Moderately widening access to drivers and vehicles,strengthening incentives and reasonable controls,establishing a dynamic and transparent price adjustment mechanism,cooperating with governments,optimizing and reforming management models and safeguard mechanisms,gradually builds a more systematic and comprehensive network regulation and regulatory framework of Internet-based car,in order to provide a useful reference for the development of Zhengzhou City network car industry and local government regulation.
