Research On The Function Of Dongying Government In Foreign Trade Industry Management Based On SWOT Analysis In The New Era

After more than 30 years of development,the foreign trade of Dongying City has made tremendous achievements,forming a characteristic export industry with rubber tyres,petroleum equipment,etc.But the problem of "big but not strong" in Dongying's foreign trade is also very prominent.Especially since the new era,due to the significant changes in the domestic and foreign market environment,the traditional international competitive advantage has been weakened,the new competitive advantage has not yet formed,and the survival and development of the foreign trade industry is facing severe challenges.Therefore,how to play a scientific role in promoting the transformation and upgrading of Dongying's foreign trade industry and enhancing the overall competitiveness of the foreign trade industry has become an important issue before the Dongying Municipal Government.Supported by the wide range of theories such as national competitive advantage,the role of the goverment and service-oriented government as well as the factors precented by the first-hand database collection,which based on the background of such a new era,this paper applies SWOT analysis method to study the internal advantages and disadvantages,external opportunities and external challenges of the development of foreign trade industry in Dongying City.The internal advantages of the development of Dongying's foreign trade industry lie in its ever increasing comprehensive economic strength and strong characteristic industrial foundation.The internal disadvantage lies in the fact that Dongying's foreign trade commodity structure is single,its brand influence is small and less known,and its factors are seriously restricted.External opportunities include the opportunities brought about by the implementation of the national strategy,the opportunities brought by a series of positive policies,and the approval of Dongying bonded area.In the face of a series of favorable policies,the external challenges lie in frequent international trade frictions and complex domestic economic situation.Based on the objective analysis of the present situation of the development of the foreign trade industry in Dongying City by means of SWOT analysis method,this paper makes an accurate target orientation of the government's role in the management of the foreign trade industry in Dongying City,that is,to actively transform the functions of the government,and to promote the correct implementation of SO strategy,ST strategy,WO strategy and WT strategy in the foreign trade industry through correct guidance,service,coordination and other comprehensive measures,so as to give full play to its advantages.Avoiding disadvantages,taking advantage of opportunities and reducing threats.However,through the analysis of the measures taken by Dongying Municipal Government to promote the development of foreign trade industry in the new era,it is found that Dongying Municipal Government has promoted the development of foreign trade industry to a certain extent and reversed the decline in growth rate.However,there are still some shortcomings.Then it analyzes the causes of the deficiencies.such as: too much government intervention affects SO strategy,unscientific government performance management affects ST strategy,inadequate government public service affects WO strategy,and the restraint of government system and mechanism affects WT strategy.Based on the deep analysis of the causes,the corresponding countermeasures and suggestions are put forward: precise positioning,reducing government intervention;Scientific performance management,improving the efficiency of resource allocation;optimizing services,perfecting the Public Service System;strengthening the system and mechanism,focusing on optimizing the business environment.
