Research On The Evaluation Of Business Environment In Hebei Province Based On Combined Weighting Method

At the first executive meeting of the State Council in 2018,Premier Li Keqiang proposed that "to optimize the business environment is to liberate productivity and raise comprehensive national power".The quality of the business environment has an important impact on the economic and social development of cities.However,the construction and optimization of business environment in Hebei province started late,and the level of development of cities varies.Under the background of coordinated development of Beijing,Tianjin and Hebei and comprehensive deepening of reform,it is very important to evaluate the development level of business environment of Hebei Province scientifically and formulate the countermeasures to optimize the business environment of Hebei Province.Firstly,this paper reviews the relevant literature at home and abroad.Secondly,this paper defines the connotation of business environment,and confirms the business environment including hard environment and soft environment,and analyzes the theory of business environment,which lays the foundation for the establishment of the index system.Thirdly,the evaluation index system of business environment is established,the combined weighting method based on AHP and entropy method is adopted,and the AHP-EM combined weighting model is constructed based on the idea of the sum of squared deviations to calculate the index weight.Finally,this paper evaluates the business environment of Hebei Province's cities from the empirical aspect,and selects the panel data of 11 cities in Hebei Province from 2009 to 2017 to calculate the business environment index and each sub-index,and analyzes the dynamic evolution process and difference of the business environment in different cities.Through the above analysis,this paper draws the following conclusions: First,Hebei Province business environment level overall trends upward,and business environment has been improved.Second,there are significant differences in the level of business environment among cities.The top four cities in the level of business environment are Shijiazhuang,Tangshan,Qinhuangdao and Langfang,which have relatively high levels of economic development.Third,the improvement of the government service environment,the financial service environment,the infrastructure environment and the market service environment has greatly enhanced the business environment.These four factors are also the main reasons for the differences in the business environment among cities,each city has certain deficiency on the different influence factor.Finally,according to the problems of business environment in cities in Hebei Province,this paper puts forward countermeasures and suggestions to optimize the business environment.
