Research On Business Environment Optimization In XX New District Based On Business Environment Evaluation Index Syste

Building a business environment is an important way to transform government functions and promote high-quality development.It has also been a priority for Chinese governments at all levels in recent years.As Chairman Xi points out:Investment environment is like air,clean air can attract more investment.In September,2018,During the visit to the three provinces in Northeast China,Chairman Xi held a symposium on deepening the revitalization of Northeast China,and put forward six requirements for further promoting the revitalization of Northeast China.The first of these requirements is to comprehensively deepen reform on the basis of optimizing the business environment.It is clear that business environment is productive forces and bears on development,overall development and long-term development.Therefore,optimizing the business environment is a concrete embodiment of unleashing productive forces and enhancing competitiveness.XX New Area is the 10th national New area in China and the first national new area in Northeast China.On December 31,2019,The General Office of the State Council issued the Guiding Opinions on Supporting the Deepening Reform and Innovation of State-Level New Areas and Accelerating the Promotion of High-quality Development,proposing to "create a first-class business environment,carry out business environment evaluation reflecting the characteristics of new areas,and make hard efforts to create a good soft environment for development".Therefore,Dalian XX New Area needs to continuously explore the system and mechanism of integrated development of administrative region and functional area,build a modern social governance system,continuously improve the level of government management and service.In recent years,through active reform,some changes have been made,but there are still some deficiencies compared with the domestic and foreign first-class areas,and some long-standing problems are still prominent.It is particularly important to further promote the construction of business environment.This thesis studies the core issue of optimize the business environment is XX new district,this article take the literature survey method,comparative analysis and individual interview method,combining the reality of XX new district,in the summary and draw lessons from domestic and foreign relevant city business environment building successful on the basis of analyzing the status quo of the XX new business environment,find the problems and the insufficiency.According to the specific problems put forward feasible solutions,provide theoretical basis for XX new city revitalization of the development,and put forward targeted,the proposal suggested that the sex and maneuverability,further build the rule of law,internationalization,marketization,and facilitation of business environment,enhance core competitiveness,and has certain reference significance for other counties.This paper is divided into six chapters.Chapter One:The paper clarifies the research background and expresses the significance of the current business environment for XX New District.Chapter Two:A systematic exposition of the theoretical basis and related concepts of the government’s optimization of the municipal business environment to lay the theoretical foundation for the study of the business environment.Chapter Three:Summarize the basic situation of business environment in XX New District.It summarizes the measures and results of XX New District government in the process of optimizing the business environment.Chapter Four:analyzes the problems existing in the work of XX New District government to optimize the business environment and tries to put forward the causes of the problems.Chapter Five:According to the measures of other cities to optimize the business environment,comparative analysis.Chapter Six:Based on the analysis of the above problems and causes,the paper puts forward countermeasures and suggestions for the government of XX New District in the process of optimizing the business environment.
