The construction of a "service-oriented" government is the main direction of the development of the Chinese government today,and it is also a requirement of citizens for the role change of the government.With the continuous and deep development of our society,the main contradiction of society has been transformed from the contradiction between the growing material and cultural needs of the people and backward productivity,into the conflict between the people's need for a better life and imbalanced and inadequate development.The government purchase of public service system provides new ideas for the government to better govern the society and serve the society.The system of government purchase of public services originated in Western countries.Western countries implement traditional public service provision models,and gradually appear problems such as bloated institutions,low efficiency,high costs,and poor service quality.In order to solve the problem of "government failure",western countries have begun to outsource public service responsibilities undertaken by the government in the area of public services.The Chinese government's purchase of public service system started in Shanghai.After a long period of development,it has become a system for the government to provide public services.First of all,this paper defines the connotation of public services and government purchases of public services through the study of the government purchase of public services systems.Then,comparing the government purchases of public services and government purchases,government purchases of public services,and PPP.Then it demonstrates the advantage of the government's purchase of public service system and clarifies that it is of great significance to implement the government's purchase of public service system.Secondly,this article introduces the characteristics of government procurement of public services in foreign countries or regions.It selects four countries or regions of the United States,Britain,Germany,and Hong Kong to analyze the government's purchase of public services.Enlightenment for the improvement of the system of public service purchase by the government in the mainland of China.Third,based on the existing laws and regulations,this paper sorts out the specific system construction of the government's purchase of public services,combines the development of practice,and summarizes the problems existing in the government's purchase of public services at the current stage.Form a complete institutional system;the scope of public services is not clearly defined;the government's procedures for purchasing public services are incomplete;related supporting systems for government purchases of public services are incomplete;social organizations are underdeveloped;regional development is uneven.Finally,in view of the above problems,this paper proposes a perfect idea for the government to purchase public services in terms of improving the construction of the system,establishing and perfecting supporting systems,and creating a good operating environment for the system.Starting from improving the basic system,the scope of public services is clearly defined,and the government's procedures for purchasing public services are improved.Establish and improve supporting systems such as the government's public service information disclosure and disclosure system,the government's public service supervision system,and the government's public service evaluation mechanism.Create good market conditions and social environment for the government's purchase of public service system,support the development of social organizations,vigorously cultivate social workers,and take measures to ensure and encourage the public to participate in the government's purchase of public service system.We will improve the system to ensure that the government's purpose of purchasing public services is achieved.
