Research On Government Peiformance Evaluation Of Government Procurement Based On Structural Equation Model

The government purchase means that the government "downsizes itself' by introducing third party organizations to provide public services in the field of social governance under the background of new era,gradually transforming from the past omnipotent government to the"small government" under collaborative governance,and the transformation of government functions is the objective requirement of service-oriented government.Government is an important way of providing public service,which is of great significance to promote the overall level of public services and the public access to higher quality services.Since the government initiated the purchase of public service from the society in 2013,our country,from the central to local levels,has introduced lots of guidance and incentives,resulting in rapid development of third party organizations of public services and deep integration with the government in public service supply.In recent years,the government purchase with rapid development has been gradually scaled and professional,which has become a very important way of public service supply.However,because China's government purchase is still in the growth stage,there are many problems,of which the most urgent is the problems in the performance evaluation process.The common problems that the current government faces during the process of providing public service by purchase are mainly the lack of scientific and reasonable as well as comprehensive evaluation index system,low public participation in the process of evaluation,substandard evaluation procedures and inefficient evaluation results as well as the lack of legal protection system,which not only result in no scientific and reasonable evaluation of the performance of public services,but also is harmful to the overall level of public services.In view of this,this paper tries to solve these problems above by studying the establishment of performance evaluation system.In the study,cost,efficiency and public satisfaction are involved in the index system of performance evaluation,and structural equation model is used to fit the index system,and the design and evaluation results of the index system are tested through the practice of purchase of sanitation services in Zhengzhou,and targeted countermeasures are proposed from the promotion of the quality and the optimization of public service performance evaluation to make research results targeted rather than theoretical research,thus laying solid foundation of the purchase of public service of the government to work better.
