The theory of distributive justice should focus on the principle of justice and solve the problem of how to achieve justice.This theory should also focus on the currency of justice and solve the problem of what justice distributes.By determining the currency of justice,the situation of each individual in social cooperation is compared and the distribution of justice is determined.If the welfare of people have a similar happiness index indicators,you can directly according to the people's welfare level resource allocation,but because of everyone's good ideas are fundamentally incommensurability,does not exist to measure subjective indicators of well-being,in order to determine justice requires interpersonal comparison can only based on some sort of in the standard of good ideas.An appropriate alternative is the primary good,which is what people need to realize their conception of the good life,no matter how different their ideas of it may be.Therefore,the primary good,as a universal good,can play the role of comparison standard,by comparing the number of primary goods people have to measure people's social situation,so as to determine what justice should be distributed.Rawls puts forward two different concepts of the primary good in his argument.In the early stage,it was believed that the primary good was a necessary condition for the realization of any good idea,and all good ideas would be needed as an all-purpose tool.However,Rawls' s explanation of the list of primary goods was not accepted by many groups that believed in non-liberal values.Rawls' s list did not give up,but in the later modify the concept of primary goodness,think primary good is the development and application of necessary conditions of two kinds of moral ability,development and application of two kinds of moral ability is as a requirement of citizen participation in public affairs,so believe in different among the sexual concept of good groups can rightand what is the primary good overlapping consensus in the field of politics.By developing and responding to the three criticisms of the primary good,this paper proves that the primary good should be the currency of just distribution.The first is a critique of the content of the primary good list.The list of primary goods contains too little content and ignores many good things that can become primary goods.Rawls' s list may not be in the middle of all good ideas,unfairly biased toward a liberal way of life.The second is criticism of other egalitarian currencies.The critique of the capacity path is that people with the same amount of primary goods may have different abilities to function and end up in different situations,and that ability is a better indicator of where people are.The criticism of luck egalitarianism is that the allocation of resources according to primary good justice is not flexible enough,does not really accord with the intuition that people should be compensated for undeserved misfortune,and demands that resources be allocated according to people's equal satisfaction.But these two egalitarian currencies either face the same problems as the primary good,or are less good than intuitive.The third criticism is the problem of the primary good as a standard of comparison.The primary good list is made up of many different good things.How to put the different primary good things together into a judgment criterion to compare people's well-being.This paper argues that the primary good can effectively respond to these three criticisms and is qualified to be the currency of just distribution.At the same time,the innovation of this paper is to prove that some other good products should be added to the list of primary good.To be a primary good,several conditions must be met.On the one hand,there is the sufficiency condition,that is,the good meets the concept of the primary good,satisfies the requirement of the neutrality of the primary good,and that the good is universally rationally needed.On the other hand,there is the condition of necessity,that these good things are incommensurable with other primary good things,and cannot be substituted for each other.And adding some good things and revising the list of primary good things can more effectivelymeasure people's well-being.If the primary good can be proved to be an appropriate object for the distribution of justice,and some good products not included in Rawls can also be proved to be primary good,then the theory of justice and public policy will be affected and demanded.
