This article firstly sorts out and interprets the recently relevant theories of urban governance and human-centered theory,elaborates the meaning of people-oriented theory and the logic of making people-oriented choices in refined urban governance in light of the development of the times;Then introduces the background of Zhengzhou's urban development and the requirements for the construction of constructing a national central city,and pointed out the status quo,problems and lack of humanistic concept of Zhengzhou's refined urban governance;Then compares the practical experience of refined governance in cities at home and abroad to draw some useful practices;Finally,based on the human-centered perspective,it concludes with a general sense that urban refined governance should shift from extensive urban management to honest fine governance,build a multiple subject participation,optimize system and mechanism,and pay attention to humanistic urban refined governance system to enhance the charm and attractiveness of the city,improve the gain of happiness for people.In December 2016,Zhengzhou was nominated as the national central city.The new strategic pattern has clearly promoted the status of Zhengzhou in the country,and put forward higherrequirements for the development and governance of Zhengzhou.With rapid development,the principal contradiction of Chinese society is a contradiction between unbalanced and inadequate development and the people ever-growing needs for a better life.This paper tries to explore the people-oriented mode of refined urban governance based on the example of Zhengzhou,in order to provide theoretical and practical reference for the construction of modern urban governance system and the improvement of urban governance.
