Since the 18th National Congress of the Communist Party of China,the advancement of China’s refining social governance has been profoundly affecting the practice of governance in all areas of society.Urban communities are not only cells of urban society,the focus and the “last mile” of social governance practice,but also the “forward positions” that meet the needs of the people’s better life.The extensive advancement of social governance in the urban grassroots community has developed into a characteristic of refinement at all levels of urban community governance systems in China.Though as an important part of China’s urban community governance system,and social practice activities aiming to enhance residents’ ideological and moral quality,normalize order of residents’ value,and enrich residents’ spiritual and cultural life,due to the diversity of community values,the downturn of public political culture,and the poverty of spiritual homes,ideological and political education in urban communities are also facing dilemmas such as heterogeneity of community values,the fragmentation of space and the separation of social stratum.Luckily,ideological and political education are supported in a structural way in the sense of reshaping of community governance structure,adjustment of community organization structure,re-creation of community publicity,and reproduction of community relations.How do these “structural forces”stem from the refinement of governance affect the ideological and political education of urban communities? What influences and what requirements will be imposed on the ideological and political education of urban communities? Under the guidance of refining social governance,how should urban community ideological and political education respond to and adapt to these roles and influences,and whether it is possible to develop an innovative pattern of persistent,general,and universally popular ideological and political education in urban communities?This paper tries to answer these fundamental questions from the basic positions,viewpoints and methods of Marxism.This paper follows the "problem logic(why)”,in specific,what is it and what it should be in theory,what should it be and what is it and how should we deal with it,and investigates through literature research methods,cross-disciplinary analysis methods,field research and other research methods and employs an analytical framework of(1)theoretic overview,(2)new goals,new tasks and new requirements,(3)development orientation,(4)case study,and(5)model construction.The main conclusions of the study are summarized as follows: First,the refinement of governance provides an active organizational network for the effective development of ideological and political education in urban communities through reshaping community governance,restructuring community organizations and community social networks,and re-engineering of community publicity,supporting community relations and interpersonal relationships.Second,under the guidance of refinement of governance,ideological and political education of urban communities can be a tool of self-reflection on the reform of the social governance system,and effectively avoid the ignorance of core elements,such as the urban community governance structure and organizational structure,and break through the limitation of simple paradigm in examining the ideological and political education of urban communities with ideological and political education only.Third,from the effects of community ideological and political education practices explored in the current process of urban community governance refinement in China,ideological and political education of urban communities have been objectively given a distinctly refined pattern.A comprehensive generalization can be theoretically promoted to a refined model of ideological and political education in urban communities with general characteristics.Since the refinement of governance represents the overall trend of urban community development and governance in China,the refined model of ideological and political education in urban communities can also represent the overall development trend of ideological and political education in urban communities in China.One of the unique features of the thesis is that it not only puts the ideological and political education of urban communities into the overall orientation and perspective of China’s social governance refinement,but also regards the “refinement of governance” itself as an analytical tool with strong explanatory power in breaking through the limitations of social management system.Based on this,the paper mainly focuses on the following five parts.The first part comprehensively explains the internal relationship and their mutual promotion relationship between "refining social governance" and "urban community ideological and political education" through theoretical interpretation.Firstly,based on the logic of universal governance of modern human social governance,and closely combines the realistic background of China’s strategic goal of proposing and promoting "refining social governance",Part one analyzes the unique theoretical connotation,theoretical origin,value orientation and endogenous dynamics of "refining social governance".Secondly,based on existing researches,and closely combining the realities and goals of the development of socialism with Chinese characteristics in the new era,Part one elaborates the basic connotation,value and distinctive features of ideological and political education in urban communities.On the basis of the above analyses,Part one concludes that the “refinedness of social governance” and “ ideal politics of urban communities ” can transcend the theoretical characteristics of their respective disciplines,and reach a theoretical conclusion in the process of mutual integration and mutual promotion.Moreover,Part one also analyzes the theoretical support of promoting the innovative development of ideological and political education in urban communities under the guidance of refined social governance.The second part investigates urban community ideological and political education from the perspective of social governance refinement,and under the guidance of refined social governance,theoretically responds to the value goal,mission and basic requirements of the urban community ideological and political education.Combining the functional orientation and practical character of ideological and political education,the goal of urban community ideological and political education under the guidance of refined social governance has distinct hierarchical characteristics with fundamental goals in promoting the free and all-round development of “community people” in the era of better life.The basic goal is to promote the creation of a community of good living communities in urban communities.The realistic goal is to promote residents to form a modern personality that is consistent with the pursuit of a better life.From the functional dimension of ideological and political education to serve the needs of the people’s better life,the main tasks of ideological and political education in urban communities should be adjusted accordingly.In specific,guiding residents to shape scientific beliefs and standardizing residents,normalize basic value order,develop public moral sense of the residents,alleviate negative emotions of the residents,promote implementations of the party and state policies,and build up mediation mechanisms in balancing community interest.As a systematic project in the field of social governance,the promotion of refined social governance also puts forward new requirements for the ideological and political education of urban communities,including the humanization of the ideological and political education concept of urban communities,forming the concreted details in process,informationizing the means and tools with accurate operation and clear institutions.Under the guidance of refined social governance,the third part analyzes “refinement of governance” as a kind of knowledge tool with strong explanatory power,and points out the basic development of the ideological and political education of urban communities.While the refinement of social governance puts forward new requirements for the ideological and political education of urban communities,it also provides a new opportunity for the innovative development of ideological and political education in urban communities.This development opportunity is mainly reflected in the creative transformation of the refined and directed function of social governance to the development trend of ideological and political education in urban communities.The first step is to promote the transformation of ideas for the development of ideological and political education in urban communities.As a new concept of governance,"refine" can solve fierce conflicts and mutual harm between instrument rationality and value rationality,and thus providing new development ideas for promoting the harmonious interactions between the two.Second,it can promote the transformation of the basic elements of ideological and political education in urban communities.Mainly reflected in the main body from "single" to "diversity",the object from "negative" to "positive",the mediator from "tradition" to "modern",and the ring from "homogeneous" to "multidimensional".Third,the refinement of social governance will inevitably bring about changes in the way people interact in urban communities.This change can promote the transformation of interpersonal interaction patterns in ideological and political education in urban communities.The last one is the transformation to promote the development of ideological and political education in urban communities.The shared development concept adhered to the refinement of social governance provides the spiritual support for the development of ideological and political education in urban communities.Its implementation provides the material power,lays the deepest foundation for the development of ideological and political education in urban communities.The fourth part selects four urban communities in Chengdu with distinctive refinement characteristics as samples,and make a detailed investigation and exploration about ideological and political education in the process of refinement in these communities.The basic situation of the case is briefly introduced,including the conformity,typicality and representativeness of the case community,and whether they match the research domain.And I also briefly summarized the specific operation of the case community in promoting the refinement of governance.Given that,I investigate and give the results of the beneficial practice of the four communities in ideological and political education work.These useful explorations not only reflect the unique personality of the four case communities in the ideological and political education work,but also reflect the overall trend of the development of ideological and political education in urban communities in China under the guidance of the refinement of social governance in a “common” way.From the perspective of development,we understand the great imagery of ideological and political education in urban communities in China and provide theoretical references and experience.Based on the previous theoretical analysis and case analysis,Part 5 proposes and attempts to construct a general feature that can cover the development of ideological and political education in urban communities under the guidance of refined social governance as much as possible,and develop a refined and innovative model of ideological and political education in urban communities with the meaningful guidance in universal promotion.First,the construction of this theoretical model is not based on purely subjective abstraction,but has a clear realistic orientation.It is based on the daily life of the community residents,adhere to the basic principles of "two combinations",and meet the needs of the community’s residents’ good spiritual life.Second,the operational mechanism of this theoretical model mainly includes four aspects: collection mechanism of community residents’ good spiritual life appeal,appeal response mechanism,resource integration mechanism and subject creation mechanism.Third,the thesis holds the opinion that the ideological and political education work of urban communities has a “natural” dependence and adaptability to the operational framework of community governance.Under the guidance of refined social governance,the operational framework of the refined governance model of urban communities is mainly presented in the form of “two-line operation and three-level structure”.Given that,the operational framework of the refined model of ideological and political education in urban communities is generally presented as a "one core lead,three-line operation,multi-party synergy" form.Fourth,a multi-dimensional and systematic summary of the implementation of the refined model of ideological and political education in urban communities is carried out.Specifically,it includes:(1)in the concept dimension,it is necessary to awaken the subjective consciousness of community residents by establishing the concept of “micro-governance”;(2)in the value dimension,it is necessary to cultivate the “micro-culture” of the community to cultivate the socialist core values for the residents;(3)in the institutional dimension,it is necessary to cultivate the public spirit of the residents by guiding the residents to jointly formulate the community "micro-system";(4)in the organizational dimension,the "micro-organization" should be used as a platform to cultivate the residents’ awareness of communication;(5)in the service dimension,it is necessary to strengthen the "micro-service" in humanistic psychological care of community residents;(6)in the technical dimension,we must use "micro-media" as a medium to create a wide range of interpersonal interaction space for community residents.In general,the refined model of ideological and political education in urban communities is a comprehensive summary of the refined performance of urban community ideological and political education under the guidance of refined social governance.It reflects the ideological and political education work of urban communities from extensive pattern to refinement as basic operating status.It should be emphasized that the "refinement model" is not a departure from the long-standing track of ideological and political education at the grassroots level.It is a valuable experience and theory that has been accumulated in the ideological and political education of the community for a long time based on precious experiences,theories,methods.Also,it is distilled from new ideas and new methods in innovation in urban community governance,and finally develops into an orderly and easy to apply and operate operation mode that can adapt to the needs of urban community governance in the new era.It can also be said that it provides a reference solution for ideological and political education for the community governance of the new era.From this perspective,the refined model of ideological and political education in urban communities would be better treated as a reflection of the operational ideas for reference,rather than providing a specific method of operation.
