Research On The Problems And Countermeasures Of Refined Governance In Urban Communities

Urban communities are one of the basic units of social governance and the link between the grassroots government and the people.As the center of gravity of social governance,the level of governance of urban communities directly affects the quality of life of residents and the effectiveness of social governance.Nowadays,due to the continuous development of social economy and accelerated urbanization,urban community governance has encountered more and more problems and the difficulty of governance has increased,and the traditional rough governance model no longer meets the needs of China’s urban community development.Therefore,there is an urgent need for a new governance concept and governance model to deal with the various problems that arise in community governance and to take up the responsibility of integrating community resources.It is against this background that China has gradually changed the strategic positioning of urban community governance,sinking the current center of gravity of social governance to urban communities,replacing the traditional concept of rough management with the concept of refined governance,and improving the level of refined governance in urban communities by activating the "nerve endings" of community governance,so as to lay a firm foundation for the the foundation of the entire social governance,in order to achieve the improvement of social governance effectiveness.Refined governance,as a community governance model,is both an objective requirement for China to meet the public’s good life in the new stage of social development and an important governance approach for cities to achieve sustainable development.This paper takes governance theory,holistic governance theory,and lean management theory as the theoretical perspectives,uses literature research method to sort out existing studies,takes H community in Taiyuan City as the research object to explore its practical initiatives of fine governance.Then,using the rooted theory research method,we analyze the interview data collected in the field survey and construct a theoretical model of the problems of refined governance in H community through refinement and categoryization.After that,the problems and causes are analyzed by combining the practice of refined governance in H community and the results of the questionnaire survey,so as to try to propose measures to improve the refined governance of urban communities and provide reference and reference for the exploration of refined governance in other similar urban communities.Through the study,it was found that H community has problems such as low overall quality of community staff,low degree of coordination among multiple subjects,poor operation process of refinement,and weak foundation of information technology application.The main reasons for these problems are insufficient understanding of the concept of refined governance,unclear boundaries of authority and responsibility of governance subjects,inadequate community refinement mechanism,and insufficient investment in information technology application.On the basis of the problems and causes of refined governance in H community,this study explores the improvement measures of refined governance in urban community in four aspects: strengthening the awareness of people-oriented refined service,constructing a clear pattern of multiple subjects with clear authority and responsibility,improving a smooth and efficient refined governance mechanism,and strengthening the financial and talent guarantee of information technology,so as to provide feasible ideas for the construction of urban community to lay a foundation on the refinement of social governance.
