Research On The Role Of "People Saying Things" In Resolving Contradictions And Disputes At The Grassroots Level

As China's economy moves from high-speed growth to high-quality development,various interest patterns have also been adjusted,making new problems and new contradictions in society constantly appear,especially in grass-roots societies.It will cause mass incidents or social conflicts,which will seriously affect the prosperity and stability of the grassroots society.However,with such complicated contradictions in the grass-roots society,the government alone cannot effectively cope with them.Therefore,it is a wise move to use social forces and the people to broaden the channels for resolving the contradictions and disputes in the grassroots.In other words,studying the role of "People Saying Things" in resolving conflicts at the grassroots level is not only of great theoretical and practical significance,but also helps to promote the sinking of social governance at the grassroots level."People Saying Things" is gradually emerging and developed in the specific practice of the grass-roots level in Jingdezhen,mainly through the six processes of "cadre inquiries,people talk,concentrated discussion,timely handling,democratic evaluation,and post-mortem investigation".Resolve contradictions and disputes at the grass-roots level comprehensively and effectively,so this study attempts to use negotiation democracy as the theoretical basis and take Jingdezhen City as an example.It uses the case study method and the literature research method to objectively analyze the contradictions in the neighborhood conflicts,Property conflicts,and marriage and family conflicts,which revealed that the "People Saying Things" mainly resolves the subject's dilemma,service object dilemma,service content dilemma,and service mode dilemma in resolving conflicts at the grassroots level.The predicament has carried out a detailed and specific analysis,thereby providing a more comprehensive window for correctly understanding "People Saying Things".To get out of the practical dilemma of "People Saying Things",we must focus on accelerating the pace of improving the "People Saying Things" system.First,improve the quality of the executive body as soon as possible.This requires: the first is to strive to improve the quality of grassroots cadres;the second is to clarify the responsibility of the executive as soon as possible;the third is to try to improve the efficiency of conflict resolution.Secondly,work hard to overcome service object barriers.This requires: the first is to strive to increase the mass awareness of grassroots cadres;the second is to improve People's participation capacity as soon aspossible;the third is to actively Broad the scope of "People Saying Things".Thirdly,Seriously expand service content.This requires: the first is to establish and improve the system;the second is to rich content system;the third is to standard operating procedures.Finally,Actively innovating service methods.This requires:the first is to efforts to increase publicity;the second is to actively innovate organizational forms;the third is to scientific setting operation.
