Study On The Role Of Local Government In Developing Rural Tourism

With China's rapid economic development,people's living standards greatly improved,more and more urbanite flock to the countryside to find the authentic rural life.As a new industry of agricultural tourism integration,rural tourism has become the "new favorite of the times" of mass tourism consumption.It has also become the most realistic,direct,effective and sustainable pillar industry to increase farmers' income.Since 2007,almost every year's the No.1 Document of the Central Government has mentioned the development of rural tourism,the state has made further efforts in policies,guidance and measures,the construction of rural tourism projects is in full swing around the country.Affected by regional economic level,Northwest has also made some achievements,but the project started late and the market failed to play a good role in resource allocation,which still needs the leadership and support of the government.As an extension of the central government's governance of local affairs,the role of local governments is crucial.Therefore,how should local governments do their jobs,perform their duties,locate their functions,promoting the rapid development of the rural economy in the development of rural tourism,is a in-depth research topic.Taking Ganzhou District of Gansu Province as an example,this paper focuses on the functions of local governments in the development of rural tourism.Based on a review of domestic and foreign research results on the role of local governments in rural tourism development,through field questionnaire surveys and interviews,the statistical data,documents and surveys were combined to analyze the development status of the rural tourism industry and the role of the government in Ganzhou District.Using the related theories of local government in rural tourism,and based on the interpretation of relevant national policy documents and general policies,summed up the role of local governments in the development of rural tourism.Refine the actual situation and actual standards to find out the existing problems.The study found that,Although rural tourism has made some progress and achievements under the role of local governments in Ganzhou District,there are still some problems,such as weak coordination and project construction,insufficient planning and serious homogenization,less investment and poor service guarantee,tourism professional talent supply shortage and imperfect market supervision.According to the existing problems,combined with its development status and existing research results,corresponding countermeasures and suggestions are proposed,mainly including: clarifying the role of the local government,scientifically planning rural tourism projects,increasing financial support,strengthening investment promotion,expanding publicity,raising talent supply,improving public services and sounding market supervision.
