Research On The Function Of Local Government In The Development Of Rural Tourism In The Era Of All-for-one Tourism

Along with our country’s economic and social development into the new norm,the public demand for a better life is increasing,the connotation of tourism products,humanization,personalization and comfort is multiple attribute requirements,together with a large number of capital,technology into the tourism industry,prompted china’s tourism development to the pattern of "big tourism" transformation,the "all-for-one tourism"concept is formed.Rural tourism,as a very important carrier of all-for-one tourism,plays an increasingly prominent role in accelerating the process of urban-rural integration,promoting poverty alleviation in poor areas and promoting rural revitalization.At the same time,rural tourism is faced with many problems,such as the development pattern and product homogenization,industrial simplification,backward infrastructure construction and lack of overall planning.Due to the attributes of rural tourism resources(mostly public goods),strategic,contemporary,comprehensive industry,development stage,avoiding "tragedy of the commons" and other characteristics,development stage and government functions,the government must intervene in the development of rural tourism.Under the guidance of the concept of all-for-one tourism,we should promote the shift and upgrading of rural tourism,and promote the in-depth integration of the first,second and third industries.The resolution of various contradictions in the process of development objectively promotes the reform of the administrative system of the government,deepens the streamline administration,improves the functions of macro-planning and regulation,market supervision and public services,and gives full play to the roles of "helmsman","coordinator" and "server".This article selects the new public management theory,sustainable development theory,new public service theory,public goods theoryas theoretical support,using field research,questionnaire survey,visit discussion and comparison analysis,and through the analysis of the government behavior in rural tourism development research both at home and abroad,illustrates the necessity of how to improve the quality of rural tourism under the guidance of the new concept of all-for-one tourism,into the pattern of "great tourism";at the same time,due to the relatively new concept of all-for-one tourism,there are few reference materials for studying the government behaviors in rural tourism development,so it has become the difficulties and highlights of this paper.Full text research framework based on the concept,the relationship between global tourism,rural tourism and the research both at home and abroad,analyzed the rural tourism with the government behavior of bidirectional effect,and the analysis of the government’s role in the area.Probe into rural tourism development in Changqing district of Jinan and the analysis of the government’s role in the area,then select typical case "Qilu no.8 customs road" in Wande subdistrict,discusses the government department in developing a provide policy support,to build a healthy development environment,ensuring the basic facilities such as a positive role.At the same time there is also a lack of finance and tax preferential policies and financial instruments,inaccurate market positioning,the damped tourism management system,the lack of participating from community(village),rural cultural excavation depth and other negative effects.Finally,combining the actual development of Changqing district and referring to the typical cases at home and abroad,the author believes that in the future development of rural tourism,the government should strengthen macro-control in the aspects of capital investment and financial support,demonstration of tourism development planning,straightening out the management system and so on,and give full play to the role of "helmsman".Promote the shift and upgrading of tourism elements in terms of improving tourism reception capacity,consolidating the achievements of smart tourism construction,and cultivating tourism industry associations and relevant non-governmental organizations,and give full play to the role of "server";To promote the integrated development of the "tourism+" industry by fostering new patterns and new driving forces of integrated tourism development,digging deeper into cultural connotations,and paying attention to ecological and environmental protection,and give full play to the role of "coordinator".
