The traditional theory of our country positions the right basis of administrative payment to the right to survival or the right to hardship,and the scope of administrative payment is too narrow,resulting in its function being greatly compressed.Due to the influence of economic level,the concept of the rule of law,the idea of rights,etc.,the study of administrative payment in China started late,and there is still a big gap compared with the foreign administrative payment theory and system.It is undeniable that the study of administrative payments in China's academic circles has only remained on the surface,and the research has not been thorough enough,which has led to the scope of administrative payments always being in a narrow space.With the great material enrichment in China,people began to pursue the comprehensive development of individuals such as safety,dignity,happiness,etc.at the spiritual level,and the government's responsibility gradually expanded from the guarantee of the right to survival to the right to survival and development.Unfortunately,research on administrative payments to protect the right to survival occupies most of the space,while research on administrative payments to the right to development is rarely written.The right to education is a basic citizen's right stipulated in the Constitution of our country,and it is also the most important right in thecurrent right to development.Full protection of the right to education requires the state to fulfill its administrative payment obligations.Rural compulsory education is an important part of China's educational development,but due to various factors,its development lags far behind urban compulsory education.In recent years,although China has continuously improved the compulsory education funding guarantee mechanism,vigorously promoted the "Two Exemptions And One Supplement" policy,and improved the poverty-stricken student funding system,the problems of rural compulsory education have been gradually solved,but compared with urban compulsory education,the gap is still obvious.For example,compulsory education in Inner Mongolia agricultural and pastoral areas is still in a relatively weak position,from the perspective of administrative payments,there are defects in payment funds,payment procedures,and supervision systems.These aspects seriously restrict the development of compulsory education in Inner Mongolia agricultural and pastoral areas.This article attempts to proceed from the theory of administrative payment,apply the principle and system of administrative payment to the governance of the compulsory education in agricultural and pastoral areas,and analyze the interdisciplinary issues involved in it,and finally form a reform plan that conforms to the theory of administrative payment and the law of education,and promoting the orderly and healthy development of compulsory education in the agricultural and pastoral areas of Inner Mongolia.
