As the main human resource strength of administrative organs,grass-roots civil servants constitute the most important part of civil servants in China.The government service and administrative law enforcement supervision and management activities of grass-roots civil servants directly face the grass-roots masses.They work at the forefront and bridgehead of grass-roots services.They play an important role in the process of building a service-oriented government,steadily improving the government's government service capacity,and promoting the modernization of the national governance system and governance capacity.At present,under the background of the steady implementation of the parallel system of civil servants' positions and ranks,in order to fully mobilize the enthusiasm of grass-roots civil servants,and constantly improve their professional quality and government service ability,it is necessary to find a way to fully realize the stability of grass-roots civil servants and optimize the promotion of civil servants' positions and ranks,so as to realize the government service and administrative law enforcement supervision and management With the steady improvement of quality,we will further realize the modernization goal of national reform and opening-up from a management-oriented government to a service-oriented government,and realize the important reform direction of the professionalization,specialization and management classification of grass-roots civil servants.Based on the theory of strategic human resource management,the theory of asymptotic decision and the theory of scientific management,this paper selects Ulanhot city(county-level city)as a sample.On the basis of reading the relevant literature,combined with the existing theoretical research and the characteristics of its own work,it uses the methods of literature analysis,empirical analysis and case study to analyze the civil servants in Ulanhot city(county-level city)Through comparing,analyzing and summarizing before and after the parallel implementation of post and rank,it is found that the implementation scope is unreasonable,the assessment method is unscientific,and the number of Posts exceeds the standard,and the reasons are analyzed at the implementation level and policy level,and improvement measures are put forward from the implementation scope,incentive function,link management,assessment mechanism and supervision system We should improve the post and rank system of civil servants at the grass-roots level and play a certain reference role.
