Deepening the reform of civil servant classification and implementing the parallel system of civil servant positions and ranks is a major deployment of the Party Central Committee with Comrade Xi Jinping as the core to continue to encourage civil servants to act in the new era,which can not only strengthen the classification and professionalization of civil servants,but also adapt to the current organization The inevitable requirement of reform.The article introduces the "Civil Servants’ Positions and Ranks Parallel Regulations" issued in 2019 from the aspects of rank sequence,rank and number setting,rank determination and promotion,etc.,and compares the implementation scope,rank setting,promotion conditions and other aspects with 2015.A comparative analysis was made on the relevant system regulations.On this basis,using interviews,questionnaires and other methods to investigate and study the current situation of the rank promotion work of the tax bureau in District H of J City,inspect and analyze the effectiveness of the implementation of concurrent regulations on the rank of civil servants,and the problems exposed in the specific implementation process,and The study summarized the reasons for the problems: one is that the concurrent provision of ranks still needs to be improved in the setting of rank promotion conditions,assessment,and the inclination of grassroots civil servants;the second is the professional ability of the policy executor,the understanding of the policy and the personal ability of the grassroots civil servants There are unsatisfactory constructions;third,the policy implementation environment has unfavorable factors in terms of supervision strength,traditional administrative culture and financial funds.Finally,corresponding countermeasures and suggestions were put forward for the problems and their causes in the implementation of parallel regulations on ranks,that is,by flexibly setting rank promotion conditions,establishing a scientific performance appraisal system,and increasing the degree of inclination to the grassroots to improve positions and ranks.Parallel regulations;at the same time,implementation efficiency and implementation environment should be implemented in a two-pronged manner to fully release the reform effect of the parallel system of positions and ranks,and expand the career development space of civil servants.
