Research On The Government Responsibility In The Differential Development Of Inner Mongolia Land Port

As an infrastructure for countries and regions to maintain communication and interaction with the world,ports have become more important in the process of economic globalization.Based on the study of Inner Mongolia land port,this paper analyzes the homogenization competition,which is a major factor restricting the development of the port.Although the natural conditions,port size,hinterland economy and other conditions of the 11 land ports are different,there are problems such as vague positioning and development strategy;homogenization of planning and design,project construction,leading industry,market and other aspects.It is suggested that the government should play a market role in the development of port differentiation,establish a port exit mechanism,fulfill the responsibilities of various departments,improve infrastructure construction,optimize port layout and other responsibilities.At the same time,it analyzes how to avoid homogeneous competition and realize differential development in detail.Put forward the responsibilities of the government in its development,strengthen planning and guidance,reasonably locate the port of mandura;provide public products,build a port economic development platform;improve public services,improve the efficient management system of the port;raise funds from various sources,effectively improve the security capacity;increase investment attraction,and optimize the port business environment.We should clearly identify one belt,one road to differentiate,and formulate differentiatedpolicies and different planning strategies and plans.We should focus on the new Sino Russian and Mongolian economic corridor,and take the strategy of "one belt and one road" to strive to break through the barriers of resources and elements allocation,and to achieve more diversified and more oriented allocation of resources and elements.The development of dynamic market to a deep level is to put forward targeted and feasible strategies for the development of government responsibility for port differentiation at the port of mandura.
