As the ultimate implementer of the party's basic line and principles and policies,township civil servants serve the vast rural masses and are the direct promoters and implementers of the rural revitalization strategy.The level of their ability is directly related to whether the people's vital interests can be obtained.Effective protection is related to whether the strategic goal of rural revitalization can be achieved smoothly.Since rural areas have always been a weak link in China's social development,although the capacity building of township civil servants has been valued,its construction results have not yet been effective.In the new era,faced with complex environments and challenges,the problem of insufficient capacity will become more prominent.Therefore,improving the overall level of capacity building of civil servants in towns and villages has important and far-reaching significance for vigorously promoting the strategy of rural revitalization.Based on the theory of human capital and the new public service theory,this paper takes the township civil servants in H area as the research object,and uses the literature query method,comparative analysis method and questionnaire survey to conduct research on the problem.First of all,according to the relevant literature,the new requirements of the rural revitalization strategy for the capacity building of township civil servants are clearly implemented,so as to design a questionnaire that meets the background of this paper.Then,through questionnaires,analysis and statistics,objectively recognize the status quo and existing problems of capacity building of township civil servants in H areas.Secondly,based on the analysis of the questionnaire and the background of the times,the causes of the problem are analyzed.Finally,based on the advanced experience of capacity building of grassroots civil servants in developed countires,combined with the actual situation of the H region,we explored new ideas for the capacity building of civil servants in China's towns and villages in the new era.The study found that there are factors such as subjective factors and objective environment in the current situation of civil servants in H districts.In view of the causes of the problems,the following suggestions are proposed: First,establish the guiding concept of capacity building,and second,improve the comprehensive quality of capacity building.Third,the basis and guarantee for sound capacity building,and the fourth is to improve the environmental atmosphere of capacity building.
