Government civil servants are an important national talent resources,and their competency directly determines the efficiency and effectiveness of government management.Section-chief-rank Civil Servant,as an important part of the government's talent resources,are in the position of "the leader of the tail soldiers" in the government's civil service ranks.They play a connecting role,are responsible for executing the decision-making at the higher level,and are also responsible for directly providing services to the broad masses of the people.Their competency directly affects the quality and efficiency of the work of local government organs,and is related to the shape of the government's image.In this paper,competency theory is introduced into the research field of Section-chief-rank Civil Servant to guide the government's human resources management and promote the competency of section-level civil servants.According to the iceberg model,the theory of human resource capacity building and the theory of human capital,combined with the basic conditions of improving the competency of civil servants at the departmental level,and on the basis of a large number of literature analysis,the competency factors of civil servants at the departmental level in Jingmen City are obtained through interviews,and the competency model of civil servants at the departmental level is obtained through factor analysis.On this basis,a questionnaire survey is designed.The present situation of the competency of Section-chief-rank Civil Servant in Jingmen City.Finding out the existing problems,including the inadequacy of work innovation ability and inefficiency at the individual level,the training intensity at the management level of government organizations needs to be strengthened and the organizational atmosphere is not good.Therefore,the paper puts forward some countermeasures,such as developing innovative ability dynamically,improving administrative efficiency in an all-round way at the individual level,and building a three-dimensional training pattern,building an interactive promotion platform at the organizational level.This research adopts the method of combining theory with empirical research,trying to apply the relevant theory of competency to the research of Section-chief-rank Civil Servant,mainly through literature analysis,questionnaire survey,statistical analysis and other related methods to study the content,structure and current level of the competency elements of Section-chief-rank Civil Servant in Jingmen City,and find out the problems and reasons on the basis of the survey results.And put forward targeted suggestions and strategies,hope that through this study and experience summary,it can provide a certain degree of reference to improve the competency of Jingmen Section-chief-rank Civil Servant.
