Premier WenJiabao brought forward the idea of constructing service-oriented Government explicitly on Government Report in 2005. Then the idea of service-oriented government had been integrated into the country's plan and become the new developing target for all the people. How to realize this goal sets a higher request for building up a troop of service-oriented civil servant for us. Our society has entered the era of capacity, such competition is not only reflected in the non-governmental sector, but also applies to governmental organizations. The particularity of human resources is that it could be developed. Grasping the public sector human resources and strengthening community capacity development is the need for sustainable development, also for meeting people's needs.Capacity development is a systematic project, the civil servant capacity development is the most basic and important part for capacity building. Grasping the team's ability to develop, making it compatible with our service-oriented government is the purpose of this paper. To achieve this goal, the key point is to expound the way to develop the civil servants' capacity in different viewpoints. Promoting the ability of civil servants to improve is the central link of the writing. How to play the characteristics role of the civil servant is a big problem. The establishment of a "service center" of national civil servants needs higher development. The study is on the two perspectives of exploitation of individual and governmental organizations to the civil servant capacity, and contribute a framework to be proper for our service-oriented government.This paper is divided into five parts. The first chapter is about the definition and related research review. The second chapter is the born of the concept of"service-oriented government". Under the background of the international new public management movement, Chinese service-oriented government concept has been established and developed. Under these discussions, I have made an indisputability to build up a service-oriented government with a high-capacity team of civil servants. The third chapter is about the actuality of civil servants' capacity, I have made it clear that we should learn from other country's experience, and think about the disadvantage of our civil servants' capacity. The fourth chapter is to improve the ability of civil servants. It is also the key part. From an individual and an organizational perspective on the ability of civil servants to enhance their individual capacity in many other ways. The fifth chapter is the general competence of civil servants on the basis of service-oriented government civil servants, they should have the ability to explore new and improve. The last chapter is about development of China's civil servant capacity and capability development prospects in the future.From the point of administration, The passage of this research brings about many new ideas: firstly, it's a totally new try to expound the civil servants capacity development in the developing point of view instead of the administrative and constructive views as before. From the perspective of human resources: At present the theoretical human resources to the "management" and "building" perspective on public sector human resource articles are more often, "development" is the premise of human resources management and construction. Secondly, the paper points out the method to civil servant capacity development Based on the ability of civil servants to the development, the breakthrough of the traditional training methods, we should look for new ways of development, such as: cultural development, capacity authorized management objectives and the emotional incentive to upgrade capacity for analysis. Thirdly, I have made a breakthrough in the study on 2003 state general competence of the civil servant. Based on this, I make a conclusion for service-oriented government and the ability to adapt to the demands of civil servants, and design a new framework for capacity building.
