Urban dog management involves public interests,relates to the level of urban civilization,it is the embodiment of the level of urban social management.With an increasing number of citizens have dogs,a series of social disputes and dog management problems come out.Under this background,the Guangzhou Municipal People’s Congress(NPC)issued the dog management regulations in 2009,to regularize dog behavior through local regulation.But years of practice showed that the result is not satisfactory,the dog management still exist many problems,especially in the area of trans-department coordination and cooperation,which has become the important constraint of dog management.This article takes dog management of trans-department coordination and cooperation of Guangzhou as the research object,to tease the present research achievement、laws and regulations related to dog breeding、government website and instruction、policy documents 、 news reports through the literature material research method,to get research data and information of this paper.Through questionnaire to grasp the status of dog management of trans-department coordination and cooperation of Guangzhou.We lack uniform legislation of dog management,different cities have different legislations,and most of them take police as the competent department,it is difficult to adapt to the current situation of development needs.Research shows that,there are many problems in dog management of trans-department coordination and cooperation in Guangzhou,such as weak sense of coordination and cooperation,unsmooth information transmission channels,unnormalized operation,inadequate supervision and law enforcement,social forces are not playing a role.This article combines the practical work with the culture of coordination and cooperation、information sharing platform 、 cross-departmental cohesion system 、 evaluation mechanism and accountability mechanism、social co-governance,to put forward suggestions.By these ways,to break the information island,achieve the dog information resource sharing,and improve the standards of the dog service. |
