The Research On The Prevention Of Weaponization And Arms Race In Outer Space From The Perspective Of IR Normative Theory

With the development of space technology,the imbalance of power game in outer space and the stagnation of the arms control process after the Cold War,the weaponization and arms race in outer space have become the major threats to peace and security in the world today,and have become the focus of attention of the international community.With the evolution of power politics,the game of outer space intensifies,and the trend of multi-polarization is becoming more and more evident.Despite persistent efforts by the international community to construct security mechanisms in outer space,the imbalance of power in outer space has been blocking substantial progress.Under the situation that the traditional mainstream theory of international relations cannot solve the problem of weaponization of outer space,the IR Normative Theory is expected to provide a new perspective for this problem.To solve the problem of preventing the weaponization and arms race in outer space requires the moral consensus of the international community,and the two main political philosophies of Normative Theory-cosmopolitanism and communitarianism-respectively express their moral demands based on the value of personal and national community.The "global ethic" based on this kind of moral consensus is expected to provide the necessary theoretical support for the solution of contradictions in the context of globalization,and then to stipulate and guide the foreign behavior of the state and the actors.This study begins with the carding of IR Normative Theory,and expounds the theory from the perspectives of its development,the main viewpoints and the fit degree to this study.In the choice of perspective,this paper focuses on cosmopolitanism and communitarianism as well as the debate between the two to find the part close to the core of the ethical problems in the field of outer space.It is followed by the presentation of historical process of preventing weaponization and arms race in outer space.That is,to introduce chronologically the efforts made by the world’s main actors to prevent weaponization and arms race in outer space: the Cold War period,10 years followed that and the 21 st century.Then,starting from the strategic game of preventing weaponization and arms race in outer space,the strategic intentions of the main forces in outer space are analyzed.This paper focuses on the attempts and influence of the United States’ outer space control strategy to advance weaponization and arms race in outer space,the strategic considerations of Sino-Russian outer space security cooperation and the strategic intentions of EU,Japan and India for outer space security.Finally,combined with the Normative Theory again,this paper provides some suggestions on how to prevent weaponization and arms race in outer space regarding therealistic situation,and puts forward some reasonable and feasible proposals on building the new outer space security consensus,pushing forward the PPWT draft and further supporting the multilateral & multi-rail exchange mechanism.
