An Empirical Study On The Integration Of Administrative Institutions From The Perspective Of Organizational Culture

The reform of comprehensive law enforcement system of market supervision is a new requirement for the reform of government administration system and the transformation of government functions under the background of the new era of simplified administration and decentralization of government power and new normal of economy.Its original intention is to make the reasonable allocation of regulatory resources through the merger of institutions,change the accumulated disadvantages of traditional and segmented supervision,and enhance the supervision force.Institutional consolidation refers to the process of reclassifying two or more different organizations into a new organization through formal procedures.However,institutional merger is not equivalent to effective integration between institutions.Institutional merger needs to go through the process from "physical integration" to "chemical integration".How to play the role of "1 + 1 + 1 > 3" after institutional merger is the significance of reform.Therefore,this paper puts forward the concept of administrative institutional integration.In the process of reform,the local market supervision departments implement different market supervision modes according to their own background and experience,but there will be different problems in the process of the integration of administrative agencies.Therefore,this paper studies whether the construction of organizational culture promotes the integration of political institutions from the perspective of organizational culture.Under the above background,this paper takes organizational culture as the starting point,summarizes and sublimates the theory of organizational culture factors,lists the organizational culture elements in administrative institutions,and takes it as the basis for analyzing the integration effect of administrative institutions.This paper summarizes the process of the reform of the comprehensive law enforcement system of market supervision and the problems in the integration of administrative agencies.In order to effectively combine the theoretical analysis with the reform practice,the author selects Shanghai F district market supervision and Administration Bureau as an empirical study case,and changes the organizational culture factor theory and Shanghai F district market supervision and Administration Bureau in the administrative integration with the organizational culture as the carrier Through the analysis of the reform measures,we can further study and judge whether the construction of organizational culture promotes the integration of administrativeinstitutions after the reform of the comprehensive law enforcement system of market supervision.
