A Study On The Prevention And Countermeasures Of Environmental Mass Events

With the rapid development of society,the number of social contradictions and hot issues is increasing.Mass events,especially events about the environment,are unavoidable.It lays a great impact on the stability of social development.According to the environmental protection department,environmental mass events has maintained an average annual growth rate of 29%,since 1996.Serious environmental incidents occur frequently.Since 2005,the Ministry of environmental protection has reported 927 incidents directly,including 72 serious ones.The major events in 2011 are 20% more than that of 2010,especially those concerning heavy metals and dangerous chemicals.[wangerde,2014,05 months 13,07:10 source: twenty-first Century Net-"twenty-first Century economic report".If environmental mass incidents are mishandled,it may escalate the conflicts,hinder daily production,break the order of life,and disrupt government?s management.Therefore,the effective prevention and disposal of such environmental mass events is of great importance,which will ensure the stability of the society and the rapid economic development of the country.Since May,2012,there projects have been canceled at Songjiang District due tomass events.They were a project of the building of a garbage disposal Incinerator,a project of the extension of funeral parlors,and a project of new energy.These three events exposed various problems in the current government in social governance.Its influence was lasting.The first part of this article briefly summarizes and analyzes the theoretical basis of preventing and disposing mass incidents from the definition of mass events and the definition and characteristics of environmental mass events.The second part mainly focus on the three typical cases in Songjiang District,analyzing the occurrence,countermeasures,and the adverse effects of mass events.The third part analyzing the existing problems of the prevention,disposal methods of environmental mass events.The fourth part is to make a brief exposition of the experience of prevention and disposal of similar group events both at home and abroad.The fifth part briefly discusses the prevention of environmental mass events,and exhaustively discusses the useful methods that could be used when directing facing the problems.With the method of literature review,case study,experience summary and other research methods,this article analyses of the core concepts and theoretical foundation of environmental mass events,the three ones that occurred in Songjiang.The experiences of prevention and disposal methods of mass events both at home and abroad are also be discussed,by which the author hopes to benefit government departments and officials when dealing with similar events.
