Nowadays china is at the period of social transformation，and it caused somechanges on the structure，norms and values of society. So that the various socialcontradictions in the real world continue to intensify.In this particular environment,thesocial contradictions accumulating to a certain extent will continue to emerge in theforms of mass incidents.Judging from our country in recent years,mass incidentscontinue to occur and the negative impact of social stability and development hasbecame a prominent issue.If the leader at all levels can’t effectively prevent andproperly handle mass incidents,it must directly affect the stability of politicallife,interference development of social life and affect the political,economic, culturaland social development as a whole.Therefore how to improve the ability to preventand handle mass incidents,has become an important topic that leaders at all levels arefacing in the process of maintaining social stability in the current and future for a longperiod of time.This paper is in reference on the basis of previous research achievements, adhereto the Chinese characteristic socialism theory system for guidance, using a marxistdialectical materialism, systems analysis, document analysis, case studies and othermethods, comprehensive using politics, sociology, psychology and other disciplinestheory knowledge. In addition to the introduction and conclusion, this paper mainlyconsists of four parts. The first part described that improving the ability to prevent andhandle mass incidents for the importance of building a socialist harmonioussociety.Only a profound understanding of the important theoretical and practicalsignificance of the prevention and disposal of mass incidents, can we continuouslyimprove the ability to prevent and handle mass incidents.The second part made a briefoverview of the characteristics and trends of the current mass incidents in China.Massincidents have many characteristics such as the number of occurrences is increasingyear by year,the scale is expanding, the diversity of the partners and the type. Thethird part tried to analyse the reason of the mass incidents.Mass incidents is a complexsocial phenomenon.Its occurrence is the result of multiple factors in the process ofsocial change.Analyse the reason of the mass incidents in-depth,find out the crux ofthe problem,is the key to improve the ability to prevent and handle mass incidents.Thefourth part according to the variety of reasons based on mass incidents,put forward theprevention in advance, the measure to handle and resolve the mass incidents in themiddle,investigated and reflection afterward which are the systematicallyCountermeasures for improving the ability to prevent and handle the mass incidents.
