A Study On The Prevention And Disposal Of Mass Incidents In China

With the deepening of reform and the expanding of opening, the social and economic structures of China are experiencing a great and deep-gonging change. Contradictions between different beneficial parties, between new systems and old systems as well as between new viewpoints and old viewpoints abruptly appear. In recent years, as a special display of social contradictions and conflicts, all kinds of group incidents keep increasing, with the scale expanding and the display heating, which has drawn more and more attentions from all social fields. The research about the prevent and handle the group incidents has its realistic and theoretical significance. On the basis of referring related books, thesis, journals, the author firstly discussed the related concept of group incidents and concluded the main characteristics of it as:the suddenness of its happening, the clearness of group demands, the fierceness of group expectations, the relative hazardous of its action and the obvious spreading influence of events. Secondly, the author analyzed the reason of its happening:the adjustment of economy policy, the unfairness of profit allocation, unbalance of mass psychology, social anomie, regular happening of social conflicts, the unsoundness of conflict solving approach, malfunction of petition system, the poor condition of expression channel, some official’s corruption, the impairing of people’s profits, etc. Then, the author introduced the new trend and its social influence of group incidents. Furthermore, the author puts an emphasis on analyzing the present situation of preventing and handling group incidents in our country. The author also summarizes the problems and reasons in handling group incidents from administration idea, legal system, social system, working system and working ability. At last, the author works out seven suggestions on how to prevent and properly handle group incidents. Firstly, understand group incidents correctly from the concept. Secondly, improve relevant legal system. Thirdly, establish open channels of expression and indictment. Fourthly, improve prevention system of group incidents. Fifthly, handle group incidents correctly. Sixthly, learn to deal with the media and public opinion during handling group incidents. Seventhly, enhance the ability of handling group incidents on the scene.
