Study On China’s Participation In PKO

As one of the means by which the United Nations maintains regional peace and promotes world stability,the importance of PKO is self-evident.Since resuming its permanent membership of UN,China has actively participated in various PKO.On the one hand,China has continuously increased its share of peacekeeping funds and the supply of materials for peacekeeping operations.On the other hand,China has dispatched peacekeeping forces such as engineers,police,doctor,observers,and special commissioners,etc.And this has also aroused the attention and discussion of the world.Why did China start participating in PKO? Why did China’s participation in PKO has been attacked by Western society? Why does China always emphasize the China program for PKO?This paper believes that the concept of global governance is consistent with the pursuit of PKO.Along with the trend of globalization,the problems faced by PKO have been cross-transformed,and their influence and destructiveness have spread the world.These problems are beyond control.And the global governance is the best solutions to these public and global issues.China always regardes PKO as a path of global governance,which has played an important role in enhancing China’s international influence.In the basis of the realism thinking and Thucydides trap,the Western countries treat China as a threat.The threat theory of China,especially the Chinese military threat,is very rampant.Dramatically,the grim situation of international issues and the lack of supply of international public goods,which have made Western society have to hope that China takes more responsibility.But theessence of this change is like a chronic poison.This paper finds that China’s participation in PKO has obvious stages.The two obvious turning points of China paticipating PKO starting at 1988 and 2008.From the study of China’s participation in PKO’s history,purpose,significance to the prospect and future,the focus about China’s PKO is changing.With the increasing of the breadth and depth of China’s PKO,The international community has also increased its distrust of China.This paper believes that it’s related with the rigidization of the UN’s own institutional mechanisms and the China’s own factors.Under the current complicated situation and the urgency of the problems faced by PKO,what can China do in the future?This paper believes that China’s participation in PKO has two key points.First,China should adhere to the principles of diplomatic action,such as sovereign independence and political equality,and uphold the three principles of Hammarskj?ld in practice.Second,in the process of participating in PKO,we will focus on exerting the influence of China’s experience,Chinese wisdom and China’s programs,and promoting the redevelopment of peacekeeping operations with the height and pursuit of the community of human destiny.Thus,we will achieving peace and development in the world.
