Research On The Optimization Of Customs Supervision Mode Under The Background Of The Transformation Of Government Functions

Customs is the state organ responsible for the supervision and management of entry and exit.Customs is an important part of the state administrative organs.Customs function refers to the inherent and intrinsic functions which are determined by the basic attributes of customs,and which can influence and affect the social economy.Chinese Customs mainly performs four traditional functions of supervision,taxation,anti-smuggling and statistics as stipulated in the Customs Law.However,according to the development of international and domestic political and economic situation,Chinese Customs has begun to perform such modern functions as safeguarding trade security and convenience,implementing trade relief and trade security.In 2018,the Third Plenary Session of the 19th CPC Central Committee was held in Beijing.The meeting deliberated and passed the plan for deepening the reform of the party and the state institutions,which made it clear that the duties of entry-exit inspection and quarantine management were incorporated into the customs.Once the two port entry and exit supervision agencies are integrated,t heir functions will naturally be merged.So far,China Customs has added the fu notions of "responsible for entry and exit health quarantine,entry and exit anima 1 and plant inspection and quarantine,and entry and exit animal and plant produ ct inspection and Quarantine".The change of function means the change of supe rvision mode.Guided by the theory of "process reengineering",this paper takesShanghai Customs as an example to analyze and elaborate the optimization of c ustoms supervision mode under the background of institutional reform by means of literature research,investigation and analysis.This paper is divided into the following five parts:the first part is the introduction,which elaborates the background and purpose of the topic,establishes the research methods and ideas;the second part is the related concepts and theoretical basis,elaborates the relevant concepts of customs functions,elaborates the relationship between traditional and modern customs functions,describes the international and domestic backgrounds of the urgent need to optimize customs functions,and emphasizes the new type of country.International trade plays an important role in promoting Shanghai's overall economic development;the third part is the status quo and existing problems of Shanghai Customs functions in the development of new era trade,describing the current status of Shanghai Customs functions in New International trade,putting forward the existing problems and analyzing the reasons for their formation;The fourth part is to draw lessons from the experience of international Customs in the development of new international trade.This paper describes the relevant practices of US Customs and EU Customs in supporting the promotion of new international trade,providing reference for improving the function management ability of Shanghai Customs.The fifth part is about the countermeasures and suggestions to improve the functions of Shanghai Customs in the development of new international trade.In view of the weaknesses of Shanghai Customs in customs control services,it studies and puts forward perfect countermeasures and suggestions in order to enable Shanghai Customs to fully grasp them." The balance between "management" and "liberalization" can not only improve the efficiency of supervision,but also provide better convenience services for Shanghai's economic development.
