A Case Study On The Construction Of Social Co-governance System For Food Safety In Dujiangyan City

Food is the most important thing for the people.Food safety is a matter of national economy and people's livelihood,and its importance is self-evident.However,due to the large number of food safety links,coupled with the old regulatory model gradually unable to keep up with the development needs of food safety in the new era,food safety problems in the production,processing,transportation,storage and other links in China are constantly exposed.Therefore,it is of great significance and research value to innovate the food safety supervision mode,construct the food safety social co-governance system with the perspective and thinking of social co-governance,and improve the efficiency of food safety supervision,so as to protect the people's "bite of safety" and meet the people's yearning for a better life.Based on a large number of domestic and foreign literatures,this paper uses the theory of social co governance and public governance to build the analysis framework of the paper,which includes three aspects: the leading role of the government,the main role of the enterprise,and the role of social collaborative participation In this paper,the main practices of Dujiangyan City in the construction of the food safety social co governance system are analyzed one by one,so as to get the general experience of the construction of the food safety social co governance system,and provide reference for other regions and even the whole country to build the food safety social co governance system.In the process of building the food safety social co-governance system,Dujiangyan City takes the leading role of the government,the main role of the enterprise,and the role of social collaborative participation as the core.According to the three different main bodies,the paper puts forward the feasible targeted measures,which guarantees the basis of the three main bodies to implement their respective functions.It not only realizes the unity of theory and case practice,but also effectively exerts the power of each main body in the social co-governance of food safety,forms the governance joint force,and successfully uses the social co-governance system of food safety to improve the level of food supervision,and has made some achievements.Therefore,based on the construction of Dujiangyan food safety social co-governance system,this paper first analyzes the leading role played by the government in the preparation,implementation and operation stages of the construction of food safety social co-governance system,in terms of the construction basis,relevant measures,publicity and guidance,which has received the attention of managers,widely absorbed the opinions of all parties,and fully combined with "Internet +" successful experience in three aspects.Secondly,through the analysis of the main role of enterprises in actively exploring supply side reform and information traceability system,the successful experience of the government in forming an efficient linkage community and guiding and encouraging enterprises is obtained.At last,the paper analyzes the cooperative participation of the main body of social participation,and obtains the successful experience of the government in guiding social participation and optimizing the way of co-governance participation.And further combined with Dujiangyan City in food safety risk management and control level to achieve a significant improvement and people's satisfaction to improve the results of the paper: that is,through the construction of an effective food safety social co-governance system,can significantly improve the efficiency of food safety supervision,thereby improving the level of food safety risk management,to ensure the people's food safety.
