Food safety governance is an issue that challenges across the world,in which sphere consumers from different countries face varyed degrees of food safety risk problem.In China,risks of food safety occurred more seriously and frequently,incidents about food safety happened now and again.China's food safety governance problems are extremely complex,though "The food safety law of the People's Republic of China” revised on April 24,2015 still faced great difficulties,unable to effectively and comprehensively solve the problem of food safety management.Specified in article 3 of the " food safety "," Food safety shall first be subject to prevention,risk management,and full process control,as well as social governance”.This article reflects a great shift of the concept of food safety management of our country,which is worth thumb up! Food safety management in our country must draw lessons from international experience,summed up the domestic practice,grasp the general rule of world food security governance revolution,proceed on the basis of China,deal with the relationship among government,market and society correctly,build in line with the food safety management system according with Chinese characteristics,implement of social governance in the real sense,to fundamentally prevent food safety risks.In the context of social governance of food safety management,the reforming of current food safety certification system in China is an inevitable issue to achieve social governance in the field of food safety.Drawing lessons from advanced experience internationally,consummating our domestic food safety certification system,is the main path of food safety management.This essay contains four parts,the first part introduces the basic theory of food safety certification,analysis on food safety,food safety certification and other relevant concepts,argues the basis of food safety is food safety certification,which is the main way to food safety governance;The second part introduces the history of food safety certification and the basic content of food safety certification system,analyzes the implementation of food safety certification system in today's China and the main problems;The third part inspects the advanced institutional system of foreign country such as the United States,Germany,South Korea and so on,to excavate the reference;The fourth part puts forward the perfection of our food safety certification system and countermeasures related..At present,China's food safety governance is in transition from traditional management of government to" government leading,society cooperate and public participation” type collaborative governance mark period,in which we need a set of food safety laws and regulations in line with internationalstandards on food safety standard system,establish the third party status of the certification body to improve the effectiveness of the certification and credibility,give full play to the positive role of industry associations,improve the certification bodies and their certification personnel regulation and supervision department of the accountability system urgently.
