Research On The Border People's Autonomy System Under The Background Of Rural Revitalization Strategy

As a big agricultural country,this label not only shows that the vast area of our country is still occupied by a large part of the rural areas,but also shows that farmers are the main composition of our population.In the process of long-term construction of rural areas,,the eastern coastal areas have gradually opened up distances with the western region,especially along the border areas,in terms of system,finance and technology.In the development of rural economic and social development along the border areas,in addition to relying on the state finance and other external forces to achieve "he help",we must also rely on the "self-help" of villagers in rural areas,but must also achieve village self-government.Therefore,this paper takes the border villages of D town in Fangcheng District as a case,and makes a thorough study and Analysis on the special problems of the border villages in realizing autonomy.This paper is divided into five chapters.Firstly,it introduces the background and purpose of the research,the significance of realizing villagers' autonomy in the context of rural revitalization,reviews the development process of villagers' autonomy,summarizes and classifies the research results of predecessors,expounds the relevant theories used,expounds the relationship between Rural Revitalization and villagers' autonomy,and points out the relative deficiencies of developing villagers' autonomy along the border.This paper mainly uses literature research and field research interviews,combined with the actual situation of D town,simply summarizes the development effect of villagers' autonomy in D town: the democratic election system is gradually standardized,and the decision-making methods and mechanisms are moving towards the pragmatic direction,democratic management content is diversified,and democratic supervision is moving towards constant standardization.In theanalysis and summary of the questionnaires conducted by the villagers,it is found that there are several major problems: the village committee's self-management ability is weakening,the villagers' participation in village governance is not high,the third-party organizations is small and development is not perfect,and the weak foundation of self-government caused by the weak collective economy of villages.Then analyze its roots: the autonomous organization's powers and responsibilities are not equal,the subordinate administrative color is rich,the status of autonomy subjects such as overseas women and out-of-town personnel is lacking,and the feudal ideology is deeply rooted,leading to the slow growth of third-party organizations,and because of the self-defense counterattack,the autonomy economy missed the historical opportunity of development.Finally,taking Fangcheng D Town as an example,this paper puts forward four suggestions on how to realize villagers' autonomy,speed up the implementation of the strategy of rural revitalization,supplement and improve the practice mode of villagers' autonomy in border areas: improve the list of government powers,strengthen the functions of autonomous organizations,improve the new laws and regulations supporting autonomy;support third-party organizations,increase efforts to retain elites,and make up for the lack of public power antenna;promote the formation of border trade board cars,overseas women and other groups,smooth the channels of various villagers' appeals;dig deeply into the excellent traditional rural autonomy culture,and vigorously support collective enterprises to promote autonomy.
