Research On Behavior Optimization Of Grassroots Governments In Industrial Poverty Alleviation From The Perspective Of Good Governance

In the practice of targeted poverty alleviation,industrial poverty alleviation is highly respected by local governments compared to other poverty alleviation measures.As one of the main subjects of industrial poverty alleviation,the role and behavior of the grass-roots government directly affects the sound and rapid development of the poverty alleviation industry and the whole process of poverty alleviation.The research on the optimization of grass-roots government’s behavior in industrial poverty alleviation from the perspective of good governance will help regulate the behavior of grass-roots government in industrial poverty reduction,and cooperating with the power of diverse groups such as poor masses and social organizations to help fight poverty,and strive to achieve the goal of comprehensive poverty alleviation in 2020.This article studies the optimization of grass-roots government’s behavior in industrial poverty alleviation from the perspective of good governance.Firstly,through various forms of research methods,it summarizes the research results of industrial poverty alleviation,government behavior and good governance theory at home and abroad,and clarifies the concepts of industrial poverty alleviation,government behavior,good governance,etc.From the perspective of good governance,taking the general situation of industrial poverty alleviation in D town of Nanning as an example,it is found issues with the grass-roots government of excessive dominance,insufficient services,inadequate resources allocation,improper supervision and poor guidance in industrial poverty alleviation work.The main reasons of poor development of poverty alleviation industry are the lag of governing philosophy,lack of adaptability research,insufficient talent cultivation,insufficient training for main body of poverty alleviation,poor resources allocation capacity,deficiency mobilization,and ineffective supervision.To further optimize the grass-roots government behavior in the industrial poverty alleviation work,it is necessary to focus on the grassroots government’s planning and leading behavior,enhance the grass-roots government’s service behavior,improve the grass-roots government’s supervision behavior and strengthen the grass-roots government’s innovative behavior.The application of optimization of grassroots government behavior based on the good governance theory will assist the industrial poverty alleviation work finally,as well as targeted poverty alleviation on an even wider scale,to make it go further and better.
