Research On The Role Of S Town Government In Rural Revitalization

On October 18,2017,in his report to the 19 th National Congress of the Communist Party of China(CPC),General Secretary Xi Jinping called for the implementation of the "rural revitalization strategy" and pointed out that the fundamental issues affecting the national economy and people's livelihood are those concerning agriculture,rural areas and farmers.A more important task for the whole Party is to solve this problem.On December 28,2020,the Central Rural Work Conference was held in Beijing.In accordance with the spirit of the meeting,we need to comprehensively promote rural revitalization and accelerate the modernization of agriculture and rural areas under the correct ideological guidance.This is of great practical significance.It has pointed out the direction for our efforts and provided fundamental guidelines for doing well the work related to agriculture,rural areas and farmers in the new era.This paper studies how to fully play the role of the township government in the rural revitalization,no matter from the theory or from the practice,or from the objective needs,or from the reality,we need to strengthen the leading role of the township government.To strengthen the leading role of township governments is not to require the government to undertake all the tasks,but to see that farmers are the main body of rural revitalization,and to adhere to the principle of "government leading and farmers participating".Township governments should make clear their status in rural revitalization,clarify their functions and responsibilities,persist in doing what they do and not doing what they do,and jointly promote the implementation of rural revitalization strategy.This paper runs through the "leading role of township government" from the beginning to the end of the main line,first define the concept of rural revitalization;Then through the form of a case,the paper investigates the situation of rural revitalization in S Town,W District,Chongqing Municipality,and the existing problems in the process of rural revitalization,and analyzes the causes of the problems.The last part of the paper puts forward that the township government should give full play to its leading role in rural revitalization according to the problems and reasons,and pay attention to insist on proceeding from reality,defining the position of government responsibilities;Vigorously create a good atmosphere;Improve the assessment and supervision mechanism;Strengthen the "three rural" team construction;We will take precise measures in line with local conditions.
