Dilemma And Cuntermeasures For Collective Action Of Government In The Process Of Public Service Supply Of Trans-administrative Districts

At present,with the development of China's economic and promotion of the process of urbanization, the city gradually become the main carrier of our survival and life,and the important place for the intersection of economic,culture, information, resources. At the same time,having been facing the growing public demand for public services,the Trans-administrative government inclined to adopt the collective action instead of the traditional way of providing public services to achieve the goal of public governance.How to coordinate the relationship between the subject of collective action and prevent against the collective action dilemma in the process of cooperation, which will be a key factor that restricing the effective delivery of public services and achieving the goal of public governance. Therefore, the research in root of collective action of the process of the Trans-administrative government is particularly inportant.The collective action of District Government define that the District Government adopt joint action and behavior facing the problem of public governance,which based on the mutual benefit structure of and the expection of benefit. its essence is the process of Game between the participant of collective action. The western scholars have advocated the research perspective of the Game theory of collective action and its core ideas--the "prisoner's dilemma", "the logic of collective action","Arrow Paradox",which will provide the good platform for our research. through the introduction of the three models of collective action to the specific environmen of the supply of public services, and combine with the theoretical basis on collective action, we found that the collective action of the Trans-administrative government due to three factors:Uncertainty, externality, endogenous structural.and the endogenous structura,which based on the mechanism of public decision-making,is the Inner source of the dilemma of collective action.and the"moral hazard "and" adverse selection", which are triggered by the "moral hazard" and "adverse selection",is its outward expression, this article is based on this main lines of research and writing.The marketing exclusion of public services makes the government only of the main supply of public services,and the structural exclusion of government decision-making mechanism make the government powerless supply of public services.the main reason is that the provision of public services are not the departure point of theovernment to take action, at the same time,gaining the political resources and the rent is the government of the most goals. The city government, especially the District Government is passive in the public demand, is nonrational in the supply aspects of public services, is to maximize its own interests in the result of govering, and there are the lack of accountability mechanisms constraints. Therefore, this article is based on the assumption of the government's economic,and raise the decision-making mechanism is the important reason of collective action, a series of effective system for collective action is the effective measures to avoid the dilemma of collective action.The article not only inherit the excellent research results,but also break the traditional study fields. We make the the "Trans-administrative public service" as the starting point,and use the theories and research methods of public management and economics, to ananlyze depthly the root of the collective action and external performance, which make up for the academic research defects of domestic research, and the first extension of the reach of academic research into micro and macro cross-city fields. However, this artcle is from the point of view of purely theoretical to research, lack of data on the support, but at least our artcle provide the new direction for public governance in the future.
