Research On The Practical Dilemma And Countermeasures Of The Deliberation Mechanism Of Urban Community Residents

In 2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Strengthening the Modernization of the Grassroots Governance System and Governance Capacity,which further emphasized the fundamental status and role of grassroots governance.As the basic unit of social governance,community governance is the "nerve endings" of the national governance system,the "last mile" of urban governance,and the source of social interests,the aggregation source of social contradictions,the basic source of social order,and the symbiotic source of social values.As a specific institutional arrangement for grass-roots deliberative democracy that regulates the interests of multiple parties in the community,maintains community order,mediates community conflicts,and enhances community values,the deliberative mechanism of urban community residents is the specific practice of developing grassroots democracy,smoothing democratic channels,and implementing people's democracy throughout the process.However,with the increasing scarcity of urban public resources,the heterogeneity of residents,and the diversification of needs,the differentiation of community classes and the intensification of contradictions,there are certain problems in the implementation and implementation of the community residents' deliberation mechanism.How to promote the effective operation of the residents' deliberative mechanism in the community,and truly become an institutional arrangement for pluralistic participation,deliberation of the people's needs,consultation and cogovernance,and implementation,rather than taking the process and taking the form of the empty shell of the procedure,further improving the efficiency of the community residents' deliberative mechanism,and promoting high-quality deliberative democracy at the grass-roots level is the purpose and focus of this paper.Taking governance theory,deliberative democracy theory,and rooted theory as analytical tools,this paper uses the literature analysis method,participation observation method,case analysis method,and interview method to study the problems existing in the deliberation mechanism of urban community residents in China and propose countermeasures.The first part introduces the background and development process of the birth of the deliberative mechanism of urban community residents in China by combing the relevant literature,the second part summarizes its basic connotations,discusses the logical starting point of the deliberative mechanism structure of community residents in China from three aspects: value,theory and practice,and through relevant research reports and practical observations,summarizes the basic structure of the four resident deliberative mechanisms of member activity rules,thematic rules of procedure,opinions and suggestions,and supervision and appraisal rules,and summarizes the important role and significance of the resident deliberative mechanism.The third,fourth and fifth parts are the main body of this paper,taking the deliberative mechanism of community residents in Hefei,Anhui Province as the qualitative research object,through the construction of three-level coding and theoretical model,to find out the deep causes of the practical difficulties of the community residents' deliberative mechanism,starting from the four aspects of organizational structure factors,community main factors,deliberative procedure factors,and implementation resource factors,the operation dilemma of the community residents' deliberative mechanism is analyzed,combined with qualitative data,the construction of grass-roots organizations needs to be strengthened,and the effectiveness of residents' participation is insufficient.The deliberative mechanism procedures need to be improved,and the deliberative mechanism implementation resources are relatively scarce,and other issues are analyzed,and it proposes to strengthen party building to lead the deliberative mechanism of community residents,enhance the status of residents as the main body,improve deliberative procedures and rules,and promote the full flow of deliberative mechanism implementation resources.
