Research On Equalization Of Basic Public Services In Chengdu-chongqing Economic Zone

As an important economic growth pole in our country,Chengdu-Chongqing Economic Zone is highly valued by the state.In recent years,Chengdu-Chongqing Economic Zone has achieved remarkable results in economic development level relying on national strategic deployment such as the development of the western region.As an important development content of the construction of Chengdu-Chongqing Economic Zone,the equalization level of basic public services should be highly valued.This paper first analyzes the status quo of equalization of basic public services in Chengdu-Chongqing Economic Zone in 2018.Secondly,in the fourth chapter,this paper establishes an evaluation index system of equalization of basic public services in Chengdu-Chongqing Economic Zone,which mainly includes 5 first-class indexes and 15 second-class indexes of basic medical and health services,public education services,social security,public cultural services and infrastructure construction services.Entropy method is used to calculate the comprehensive level of equalization of basic public services in Chengdu-Chongqing Economic Zone from 2010 to 2018.The analysis finds that the basic public services in Chengdu-Chongqing two cities are firmly in the top two,while Ya 'an City is the last place all the year round.Based on this calculation result,the spatial pattern of basic public services in Chengdu-Chongqing Economic Zone is analyzed.It can be found that the inequality of basic public services in the region is serious,which is mainly manifested in the high and stable level of basic public services in the "two nuclear" cities.The level of basic public services in the cities in the north and south is equal.The level of basic public services in the eastern cities is much higher than that in the western cities,while the level of basic public services in the central cities is greatly fluctuating.It also analyzes the relationship between the basic public service level and the city scale and the government's financial capacity in Chengdu-Chongqing Economic Zone.It is found that the city scale has no direct influence on the improvement of the basic public service level,and the government's financial capacity has a direct positive correlation with it.Through cluster analysis,it is found that from 2010 to 2018,the basic public service level in Chengdu-Chongqing Economic Zone has undergone two major changes,in 2013 and 2017 respectively,and this phenomenon has been specifically analyzed.According to the research results,the following enlightenment can be drawn: Chengdu-Chongqing Economic Zone should promote the integration of Chengdu-Chongqing Economic Zone,narrow the gap between urban and rural basic public service level,improve the basic public level of each city in the region,and promote the equalization of services in the economic zone by improving the economic strength of each city,balancing the financial expenditure of all levels of government,introducing relevant laws,formulating a plan for improving the level of basic public services in the region,and establishing a supervision and coordination mechanism within the region.
