A Study On The Spatio Temporal Pattern Of Equalization Level Of Basic Public Services In Central Plains Economic Zone

In recent years,the level of basic public services and the degree of equalization in our country have been significantly improved,but the problem of inadequate supply and uneven distribution of basic public services is still relatively serious.First of all,the supply of the main body is not in place,making the lack of investment in basic public services,which is a contradiction between the demand for basic public services.Secondly,due to the economic and social status of the two element of our country's long-standing,high-quality resources of basic public services in terms of quality and quantity are gathered in developed areas,leading to the existence of gap between urban and rural areas,population.At the same time,there are many researches on the concept and connotation in the academic field.Narrowing the gap between rich and poor,to maintain social stability,to evaluate the basic public service system construction of scientific and reasonable analysis,basic public service development situation from the perspective of time and space,to provide policy support to promote the equalization of basic public services.Based on the definition of the equalization of basic public services,construct the evaluation index system of equalization of basic public service level in 30 provinces in the Central Plains Economic Zone cities as the research unit,by using entropy method to calculate the 2005-2014 equal access to basic public service level of the Central Plains Economic Zone,and analyzed the evolution characteristics of regional differences time and space,to further explore the mechanism of equalization,put forward to promote the Central Plains Economic Zone of the equalization of basic public services advice.The main conclusions are as follows:(1)The spatial and temporal characteristics of equalization of basic public services in theCentral Plains Economic zone.In the past ten years,the equalization of basic public services in the Central Plains Economic Zone has been increasing year by year.At the same time,can be divided into two stages,the first stage from 2005 to 2009,the rapid development stage,the second stage from 2009 to the steady development of the stage in 2014.In the spatial pattern,the region of the basic public services in the Central Plains Economic Zone is mainly concentrated in the northwest region,and the low level and low level areas are mainly concentrated in the Southeast region.(2)The spatial correlation of the equalization of basic public services in the Central Plains Economic zone.The phenomenon of spatial agglomeration is significant,and the spatial difference is large.30 provinces in the Central Plains Economic Zone in the city agglomeration state in basic public services,education services,health services and infrastructure services in these four aspects,and information services,environmental services and social security services agglomeration is not significant.The spatial agglomeration of the basic public services presents the trend of weakening and then weakening,and the spatial difference from large to small.At the same time,the spatial agglomeration of medical and health services,education services of infrastructure services is minimal,spatial difference,spatial differences of medical and health services is minimal,cultural and educational services of infrastructure service.(3)The dynamic mechanism of the equalization of public services in the Central Plains Economic zone.The external dynamic mechanism includes economic development level,population size and government policy guidance.According to the influence from the internal power for environmental services,social security services,information services,infrastructure services,education services,medical and health services.High correlation coefficients of six subsystems of medical and health services and education services and basic public service level,the correlation coefficient of social security services and environmental services and basic public service level is low.This shows that the equalization of basic public services in the Central Plains Economic Zone is greatly affected by the medical and health services and cultural and educational services.(4)The countermeasures and suggestions to promote the equalization of basic public services in the Central Plains Economic zone.In the action of equal access to basic public services in the Central Plains Economic Zone of internal and external power,the development of Zhengzhou City,Liaocheng City,the first holding,Jiyuan city and Xinxiang City,the high level development zones;secondly continued to promote the high level of Luoyang City,Handan City,Jincheng city and Bengbu City,Jiaozuo City,Heze city and other low the level of area;finally,to enhance the development of low level District of Zhumadian City,Luohe city and Xinyang City,narrow and high level area gap,in order to achieve a balanced development of the state.
