At the National Education Conference held in September 2018,General Secretary Xi Jinping pointed out that education is the great plan of the country and the party.It is necessary to insist on giving priority to the development of education and run a satisfactory education for the people.The balanced development of regional basic education is of great significance to running people's satisfaction education and promoting regional economic and social development.Toachieve equitable development of education,it is necessary for the current government and education administration to allocate basic education resources fairly and reasonably.Along with the process of urbanization,urban new districts have become the main carrier of economic and social development in various places.During the development of new districts,there is a general problem of "emphasis on construction and light education".The lack of basic education resource allocation is the main manifestation of "light education".The form has become a general concern of all sectors of society.The emergence of this problem has both macroscopic reasons such as policy changes and unsound institutional mechanisms,as well as microscopic reasons for specific government decisions.This topic takes the HD New District of Suining City as an example,and analyzes the development process of the basic education in the HD New District and the main problems to find out the macro and micro causes of these problems.It is believed that the government is the most important allocation subject of basic education resources,and the government's decision-making plays a major role.Performing an in-depth analysis of the government's specific decision-making government behavior centering on the newly built of "Hedong Second Primary School and Second Junior School" combined with "the maximization of official utility,official promotion tournament model,and stakeholder theory".It is concluded that the maximum utility of officials determines government decision,the official promotion tournament model induces government decision-making,and multi-party interest games directly affect government decision-making.In view of the problems and the causes of the problems,practical optimization strategies and suggestions such as moderate advance planning,sound institutional mechanisms,and restricting the behavior of government departments are put forward.
