Foreign Policy And Two-level Game

During the period of Trump’s administration,the development of Sino-US relations met unexpected resistance.In the field of cultural exchange,Trump’s administration carried out a series of restrictive policies on Chinese students.The policies’ promulgation is based on a comprehensive consideration of the national interests of America,the demands of domestic politics,and commercial interest of different groups,as well as necessary strategies in the specific background.In addition,judging from the results of policies’ implementation,most policies were not implemented.It also reflects that the evolution of the policies is not only influenced by the external environment,but also affected by the domestic environment,political system,interest groups,public opinions,and so on.Therefore,in this paper,Trump’s restrictive policies related to Chinese students will be regarded as a breakthrough point in this paper,in which the policies’characteristics will be studied and various reasons for the ineffective implementation will be explored with the guidance of the Theory of Two-level Game.In addition,this paper will also sort out the impacts of Trump’s restrictive policies on the international students from China,forecast Biden’s policy inclination on Chinese students,and finally feasible advice will be proposed.There are five chapters in this thesis.In the first chapter,the background of Trump’s restrictive policies on Chinese students is outlined and the development of Two-level Game Theory at home and abroad are carefully illustrated.In the following chapter,the author combs the content and applicable scenarios of the Two-level Game Theory.At the same time,it defines Trump’s restrictive policies on international students from China.The third chapter illustrates in detail the formulation and implementation of restrictive policies issued by Trump’s Administration.The illustration of policies offers an intuitive view of the game of different parties from different levels,which finally leads to the policies’characteristics of "changeable","contradictory",and"hypocritical".The fourth chapter is the most important part of the article.Through the analysis of the reasons for the policy promulgation,the implementation,and the characteristics of the policy based on the Two-level Game Theory,it is found how international pressure promotes the implementation of restrictive policies in decision-making,and how the competition of domestic forces affects the direction of policies.Chapter five forecasts Biden’s policy inclination and proposes the countermeasures for the Chinese government,Chinese universities,and Chinese students.
