The Research On The Participation Of New Able Villagers In Rural Governance

As an important part of national governance,rural governance and its modernization are related to the success or failure of deepening reform and national governance.With the rapid development of marketization and the acceleration of urbanization,China's rural governance is faced with a lot of difficulties,such as the loss of rural elites,the inefficiency of Rural Governance,the hollowness of rural governance,the disorder of Rural Order,and the rupture of culture.Since ancient times,there has been a tradition of rural governance in China,which has gone through the process from protective broker to profit broker to the rise of various elites.In the new era,under the combined pull of the internal forces such as the rise of "governing by culture",the lingering local complex,the realization of self-value,and the active promotion of national policies,as well as the realistic demands of Rural Governance,in order to promote rural economy,to lead rural culture,to maintain rural order and to promote good governance in rural areas,local governments have innovated rural governance model.However,due to the factors such as the involution of rural governance,the transformation from "Acquaintance Society" to "semi-acquaintance Society",and the contradiction between "tradition" and "modern",there are many obstacles to the participation of New Able Villagers in rural governance.In order to achieve effective rural governance,the prerequisite is to deal well with the interactive relationship between the " New Able Villagers " and the "Village Committee and Village Committee",the relationship between the "Xianzhi Village" in New Able Villagers and the villagers' autonomy,and the limit and development direction of the "Xianzhi Village" in New Able Villagers,actively exploring a coordinated operation mechanism based on the talent cultivation mechanism in New Able Villagers,with the participation mechanism in New Able Villagers as the core,the incentive mechanism in New Able Villagers and the evaluation mechanism in New Able Villagers as the key,we will continue to modernize the logic of governance,restructure the system of powers andresponsibilities of grass-roots governments,improve the ability of New Able Villagers' s meritocracy to govern in concert,and build two-way communication channels and a platform for New Able Villagers' s meritocracy to govern in concert.We will give full play to the role of New Able Villagers' s meritocracy,we will promote the development of "three-pronged integration" of autonomy,rule of law and rule of virtue,and make it more institutionalized,standardized and scientific for New Able Villagers' s meritocratic participation in rural governance,we will accelerate the formation of a modern rural social governance system with Chinese characteristics featuring "party committee leadership,government responsibility,democratic consultation,social coordination,public participation,rule of law guarantee,and scientific and technological support." In order to promote the modernization of rural governance system and capacity,the problems and difficulties of rural governance should be solved in time.
