Study On Rural Governance In Inner Mongolia

With the development of China's economic society and the transformation of rural society,many new problems and development opportunities have appeared in rural society.At present,how to seize new development opportunity,solve the new problem of agriculture and rural development effectively,it is the important method that realizes agricultural modernization and rural society management.Effective governance of rural society is the top priority in promoting the modernization of national governance system and governance capacity.Similarly,rural governance is the internal driving force of rural revitalization.The stability and development of rural social governance are directly related to the stability of the country and the long-term stability of the society.Therefore,it is necessary to analyze the current situation,existing problems and paths of rural governance,which is of great significance to promote the implementation of rural revitalization strategy.Under the guidance of new public service theory,governance theory,good governance theory,autonomy theory and rule of law theory,this study selects bikeqi town of tuzuo banner in Hohhot,Inner Mongolia as the research object.The research is divided into five parts:the first part,the introduction part,mainly describes the purpose,significance,research status at home and abroad,the theoretical basis,research content,research methods and related concepts of this research.In the second part,the time dimension of rural governance is taken as the first dimension to analyze the rural governance from the traditional Chinese rural governance to the rural governance after the household contract system.Secondly,the status quo of rural governance in bikeqi town of tuzuo banner is investigated and analyzed.In the investigation,the paper analyzes the villagers' trust and satisfaction to the township government and the village committee,the relationship between the township government and the village committee,and the villagers' attention to the township level public affairs.The third part analyzes the problems existing in the rural governance of bikeqi town of tuzuo banner.The fourth part discusses the causes of the problems in the rural governance of bikeqi town.The fifth part,on the basis of the above research,from the actual point of view,put forward the bikeqi town rural governance policy recommendations.This study holds that the lag of rural economy,the large transfer of labor force,the imperfection of laws,the influence of traditional clan and acquaintance society,and the insufficient supply of public goods result in the weak consciousness of governance subject in bikeqi town and the unrealized pattern of governance subject of pluralism and co-governance.The quality of the main body of governance is not high,the governance ability is not strong;The villager autonomy is a mere form and has not formed the real meaning of villager autonomy.Problems such as unclear powers and responsibilities of"township government","village governance" and "village two committees" and inconsistent coordination remain prominent.Therefore,it is necessary to strengthen the ability of rural governance from all aspects so as to accelerate the development process of rural governance in bikeqi town.
